Ho Chi Minh City aims to complete investment preparation, select investors, and commence construction on at least two out of five projects applying BOT contracts under Resolution 98 by 2025.
On the morning of December 9th, at the 20th session of the 10th term of the Ho Chi Minh City People's Council, the City People's Committee presented a report on the socio -economic situation in 2024 and key tasks and solutions for 2025.
Accordingly, in 2025, the city strives to complete investment preparation, organize investor selection, and commence construction on at least two projects out of five projects applying BOT contracts as stipulated in Resolution No. 98 of the National Assembly on piloting some specific mechanisms and policies for the development of the city.
These projects include: Upgrading and expanding National Highway 13 (from Binh Trieu Bridge to the border of Binh Duong province); Upgrading and expanding National Highway 1 (from Kinh Duong Vuong Street to the border of Long An province); Renovating and upgrading National Highway 22 (from An Suong intersection to Ring Road 3); Upgrading the North-South arterial road, the section from Nguyen Van Linh Street to the Ben Luc-Long Thanh Expressway; Constructing the Binh Tien bridge and road (from Pham Van Chi Street to Nguyen Van Linh Street),…
Along with the commencement of two BOT projects, the city is also accelerating the construction progress of key and urgent road projects invested under the public-private partnership (PPP) model that are currently being implemented.

In 2025, the city will also finalize the Ho Chi Minh City urban railway system development plan in accordance with Conclusion No. 49-KL/TW of the Politburo; and complete and submit for approval the investment policy for 6 urban railway lines to be built according to the plan.
At the same time, focus on completing investment preparation procedures and submitting to competent authorities for approval key regional connectivity transportation projects: Ring Road 2 (section 4), upgrading and expanding Vo Chi Cong road; Rach Doi bridge; Phu Xuan 2B bridge, upgrading the Truong Chinh - Cong Hoa road axis (from An Suong intersection to Tan Son Nhat airport), constructing the East-West arterial road (Vo Van Kiet road) extending from National Highway 1 to the border of Long An province, constructing the overpass at Bon Xa intersection…
Striving to commence construction on key transportation projects in 2025: Nguyen Khoai bridge and road; pedestrian bridge across the Saigon River (connecting Ben Bach Dang Park, District 1 with the riverside park of Thu Thiem New Urban Area, Thu Duc City); Can Gio international transshipment port; Ho Chi Minh City – Moc Bai expressway; Ring Road 2 (sections 1 and 2),… Implementing the construction of the City's Ring Road 4.
Regarding the task of developing planning and investing in the construction of synchronous infrastructure, in 2025, the City will focus on organizing the preparation and submission for approval of specialized technical infrastructure planning projects, district-level planning, and functional area planning projects with the highest quality and in the fastest time.
Simultaneously, develop and implement a plan to review urban planning to serve the plan for efficient exploitation of land along both sides of the Ring Road 3; and the project "Orientation for the Development of the Southern Urban Area of Ho Chi Minh City in conjunction with the implementation of the City's planning (as a Southern urban region) in the period 2030 - 2040".
The organization is responsible for preparing and revising overall and new urban sub-area planning projects, general planning for new rural communes, and detailed planning for rural residential areas to update and concretize the orientations in the City Planning for the period 2021-2030 with a vision to 2050 and the revised General Planning Project for the City to 2040 with a vision to 2060.
The city is also urgently organizing the preparation of urban designs and detailed planning at a scale of 1/500 for areas of significant spatial, architectural, and landscape importance, such as parks, green corridors along major rivers and canals, squares, pedestrian streets, major commercial and service thoroughfares, the city's central core, district and regional centers, areas for preserving important buildings, and TOD centers…
Simultaneously, approve the "River Embankment Development and Riverside Service Economy" project; and develop a project to form an urban belt of industry, services, and logistics along the Ring Road 3, Ring Road 4, and the region's expressways.
