Specifically, the Ho Chi Minh City People's Committee has just assigned the Traffic Construction Investment Project Management Board (Traffic Board) to post a notice to survey investors' interest in four key traffic BOT projects at the city's gateways.
The four projects include upgrading and expanding National Highway 1 (from Kinh Duong Vuong Street to Long An Provincial Border); renovating and upgrading National Highway 22 (from An Suong Intersection to Ring Road 3); upgrading and expanding National Highway 13 (from Binh Trieu Bridge to Binh Duong Provincial Border) and upgrading the North-South axis (from Nguyen Van Linh to Ben Luc - Long Thanh Expressway).
All four projects are implemented under the public-private partnership (PPP) method, BOT contract.
As directed, the Traffic Department will coordinate with the Department of Construction and the Department of Finance to synthesize and report the results of the survey of investors' interest in the above projects, and at the same time propose solutions if there are difficulties or problems beyond their authority.
The Department of Construction is assigned to proactively coordinate, provide information, records and related documents to ensure posting and receiving survey registrations in accordance with regulations and progress.
This survey is important, helping the city assess the attractiveness and ability to attract private capital for key transport projects. This is also the basis for the city to perfect the financial mechanism and appropriate toll collection plan to ensure the feasibility of BOT projects in the coming period.
Previously, the Ho Chi Minh City People's Committee agreed on a plan to expand National Highway 1, National Highway 13, National Highway 22 and the North-South axis, expected to start construction in 2026. These projects are vital routes connecting Ho Chi Minh City with other places but are currently overloaded and often congested.
