National Highway 1, the old Ha Tinh City bypass, is 16.4 km long, starting at Thach Long roundabout, in Thach Long commune, old Thach Ha district, now Thach Ha commune, and ending at Cam Vinh roundabout, in Cam Vinh commune, old Ha Tinh City, now Cam Binh commune. The road is 20.5 m wide, with 4 lanes, including 2 lanes for motor vehicles and 2 lanes for non-motorized vehicles.

This section of National Highway 1 has been upgraded and renovated several times. However, in the context of rapidly increasing traffic volume, the road with only 2 lanes for motor vehicles is almost unable to meet the development needs. In particular, in case of collisions and traffic accidents, National Highway 1, the old Ha Tinh City bypass, often experiences traffic congestion.

In recent years, many serious traffic accidents have occurred on National Highway 1, bypassing Ha Tinh City. One of the reasons for the complicated traffic order and safety situation is the inadequate traffic infrastructure, as the road has only 2 lanes for motor vehicles, no hard divider, and no lighting.

The road management agency has also stepped up maintenance and repair work. However, with the rapid increase in traffic density, many locations and sections of the road are still damaged.

Traveling on National Highway 1, the old Ha Tinh City bypass, it is not difficult to see locations where the roadbed is damaged, cracked like turtle shells, and has rutted wheel tracks, causing traffic safety problems.

During the holidays, traffic volume increases dramatically, and traffic congestion also occurs on National Highway 1, the old Ha Tinh City bypass. Therefore, the Vietnam Road Administration submitting to the Ministry of Construction for approval of the pre-feasibility study report on the investment project to upgrade and expand some sections of National Highway 1 in Ha Tinh province, including the old Ha Tinh City bypass, received the approval of authorities at all levels and the people.

Similar to National Highway 1, the old Ha Tinh City bypass, the old Ky Anh town bypass, from Ky Van commune to Hoanh Son ward, is nearly 29 km long and has only 2 lanes for motor vehicles and 2 lanes for non-motorized vehicles.

National Highway 1, the old Ky Anh town bypass, has a busy traffic flow day and night, especially heavy trucks such as trucks carrying construction materials, tractors, containers and long-distance passenger buses, leading to complicated traffic safety and order situations.

Recently, on National Highway 1, the old Ky Anh town bypass, there have been many collisions and traffic accidents causing loss of life and property.

The old Ky Anh town bypass is one of three sections of National Highway 1 through Ha Tinh province that the Vietnam Road Administration has proposed for investment in upgrading and expanding. It is expected that this traffic route will be upgraded to a level I road with a design speed of 120km/h.

The National Highway 1 section through Vung Ang Economic Zone from Ky Van commune to Hoanh Son ward with a length of more than 25km was also submitted by the Vietnam Road Administration to the Ministry of Construction for approval of the pre-feasibility study report of the Investment Project to upgrade and expand a number of sections of National Highway 1 (QL1) in Ha Tinh province.

National Highway 1 through Vung Ang Economic Zone was put into operation many years ago, with a level III road scale, narrow cross-section with only 2 lanes for motor vehicles, no longer meeting traffic needs when traffic volume increases rapidly.

The most obvious traffic infrastructure problem on Highway 1 through Vung Ang Economic Zone is that the Da Hat Bridge on this section is being repaired, but the fact that it only has two lanes for motor vehicles causes frequent traffic congestion. Especially during rush hour, the traffic congestion on Da Hat Bridge lasts for many kilometers.

In the context of Vung Ang Economic Zone attracting more and more domestic and foreign corporations and enterprises to learn about and invest in projects, the traffic infrastructure is not able to meet the demand, even causing local congestion, traffic accidents, and long transportation times, which will certainly affect the investment environment.

Early investment in upgrading and expanding not only contributes to ensuring traffic safety and order but is also an ideal factor to attract more investors to Vung Ang Economic Zone, promote socio-economic development, and improve people's lives.

The Vietnam Road Administration has just submitted to the Ministry of Construction for approval the pre-feasibility study report on the investment project to upgrade and expand some sections of National Highway 1 in Ha Tinh province.

According to the Vietnam Road Administration, National Highway 1 through Ha Tinh is more than 130km long, from Ben Thuy Bridge (Nghi Xuan Commune) to Deo Ngang (Hoanh Son Ward). Currently, there are still four sections with only two lanes, exploited from 1998 - 2015, degraded and unable to meet the increasing traffic volume.

These sections are not synchronized with the four-lane scale of National Highway 1 in neighboring provinces, causing local congestion, prolonging travel time and posing potential traffic safety risks.

Based on that reality, the Vietnam Road Administration proposed to upgrade and expand two National Highway 1 bypass routes, including the old Ha Tinh City bypass route, the old Ky Anh town bypass route, and the route through the Vung Ang Economic Zone. The routes will be expanded to 4 lanes for motor vehicles.

The project has a total preliminary investment of about 8,020 billion VND, using State budget capital, Government bonds for the period 2026 - 2030 and other legal capital sources. The project implementation period is expected from 2026 - 2028, with a construction period of about 24 months.

The Vietnam Road Administration said the project will contribute to completing the transport infrastructure, promoting socio-economic development in Ha Tinh, improving people's quality of life, while ensuring safety and efficiency of operation on National Highway 1.
