Ho Chi Minh City plans to start expanding National Highway 13 in 2026.

The project to expand National Highway 13 under the BOT model, increasing its scale to 10 lanes, combining an elevated road and a parallel road, is expected to start construction next year.

The content is stated in the official dispatch of the Ho Chi Minh City Department of Construction sent to the Ho Chi Minh City People's Committee on the detailed plan to implement the project to upgrade and expand National Highway 13 from Binh Trieu Bridge to the old Binh Duong border, under the public-private partnership method, build-operate-transfer (BOT) contract.

According to the plan, the preparation, submission for appraisal and approval of component project 2, including the feasibility study report, will be completed in the fourth quarter of 2025.

Next, the bidding to select investors and signing project contracts is expected to be completed in the first quarter, early second quarter of 2026.

After completing the basic design, the project will prepare, submit for appraisal and approval of the construction design in the third quarter of 2026, before selecting a construction contractor and starting construction in the fourth quarter of 2026.

The entire project is expected to be completed and put into use from 2028.

National Highway 13 is expanded from Binh Trieu Bridge to Vinh Binh Bridge bordering the old Binh Duong, with a total investment of about 21,724 billion VND, including interest. State capital is more than 14,700 billion VND, mobilized capital is about 7,017 billion VND.

The project scale is to expand the road from 4-6 lanes to 10 lanes, 60m wide with a speed of 80km/h, planting trees and technical infrastructure along the route.

At the same time, the project will build a 3.2km long elevated road with 4 lanes and parallel roads on both sides (60km/h) to help separate traffic flows and limit conflicts with crossroads.

The National Highway 13 BOT project is one of five gateway BOT projects being implemented by Ho Chi Minh City under the mechanism of Resolution 98.
