Ho Chi Minh City seeks opinions on merging Binh Duong and Ba Ria - Vung Tau provinces

Residents of many wards in Ho Chi Minh City received ballots to collect opinions on the merger of Binh Duong and Ba Ria - Vung Tau provinces as well as the establishment of new wards.

On April 13th, residents in many wards of Ho Chi Minh City received questionnaires to gather their opinions on the proposed merger of provinces and wards.

Specifically, citizens received two ballots, one proposing the merger of Binh Duong and Ba Ria - Vung Tau provinces into Ho Chi Minh City to form a new Ho Chi Minh City, and the other proposing the merger of wards and communes into new administrative units based on a two-tiered local government model.

For example, in Binh Chieu ward, residents received questionnaires to give their opinions on the merger of the entire natural area and population of Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province to form the (new) Ho Chi Minh City.

At the same time, residents also received additional ballots to give their opinions on merging Binh Chieu, Tam Binh, and Tam Phu wards of Thu Duc City into a new ward, named Tam Binh ward.

In early April 2025, the People's Committee of Thu Duc City submitted a proposal to the People's Committee of Ho Chi Minh City and the Department of Interior Affairs outlining a plan to divide the existing 34 wards into 12 new wards, including 5 wards with new names and 7 wards retaining their old names. Specifically, the wards of Binh Chieu, Tam Binh, and Tam Phu were merged into Tam Binh ward.

The purpose of soliciting voter opinions is to implement the four conclusions of the Politburo and the Secretariat on the reorganization of administrative units at all levels and the establishment of a two-tiered model of local government organization (provincial and commune levels).

At the recently concluded 11th Central Committee meeting, the Party Central Committee unanimously agreed on a plan to merge 63 provinces and cities into 28 provinces and 6 centrally-administered cities, reducing the number of communes by 60-70%, and establishing a two-tiered government system.

Leaders of several districts in Ho Chi Minh City also stated that they have begun soliciting public opinion on the merger of provincial and ward-level administrative units.

At a press conference in early April 2025, the Department of Internal Affairs announced that it was compiling merger plans for wards submitted by local authorities. Following this, the Department of Internal Affairs will report to the Standing Committee of the Party Committee of the People's Committee of Ho Chi Minh City, then finalize the plan and submit it for approval to the Standing Committee of the Ho Chi Minh City Party Committee.

Following the opinion of the Standing Committee of the City Party Committee, the People's Committee of Ho Chi Minh City implemented the procedures for developing the plan, gathering public opinions, and finalizing the dossier to submit to the Ho Chi Minh City People's Council for approval of the resolution on reorganization. Subsequently, the locality finalized the dossier according to the guidelines and submitted it to the Ministry of Interior for submission to the Central Government. Specifically, the reorganization at the provincial level will be submitted to the National Assembly, and the reorganization at the commune level will be submitted to the Standing Committee of the National Assembly.
