On April 13, residents of many wards in Ho Chi Minh City received ballots to collect opinions on the plan to merge provinces and wards.
Specifically, people received 2 ballots, including the plan to merge Binh Duong and Ba Ria - Vung Tau provinces into Ho Chi Minh City to form a new Ho Chi Minh City, as well as the plan to merge wards and communes into new grassroots administrative units according to the 2-level local government model.
For example, in Binh Chieu ward, people received ballots to give their opinions on merging the entire natural area and population of Ho Chi Minh City, Binh Duong province and Ba Ria - Vung Tau province to establish the (new) Ho Chi Minh City.
At the same time, people also received additional votes to give their opinions on merging Binh Chieu, Tam Binh and Tam Phu wards of Thu Duc City into a new ward, named Tam Binh ward.

In early April 2025, the People's Committee of Thu Duc City submitted a proposal to the People's Committee of Ho Chi Minh City and the Department of Home Affairs to split 34 existing wards into 12 new wards, of which 5 wards will have new names and 7 wards will retain their old names. In particular, Binh Chieu, Tam Binh and Tam Phu wards will be merged into Tam Binh ward.
The voter consultation aims to implement the four conclusions of the Politburo and the Secretariat on the arrangement of administrative units at all levels and the construction of a two-level local government organization model (provincial and communal levels).
At the 11th Central Conference recently held, the Party Central Committee agreed on a plan to merge 63 provinces and cities into 28 provinces and 6 centrally-run cities, reduce the number of communes by 60-70%, and build a 2-level government.
Leaders of some districts in Ho Chi Minh City also said that they have started collecting public opinions on the merger of provincial and ward levels.
At a press conference in early April 2025, the Department of Home Affairs said it was synthesizing the ward merger plans sent by the locality. After that, the Department of Home Affairs will report to the Standing Committee of the Party Committee of the Ho Chi Minh City People's Committee, then complete the plan and submit it to the Standing Committee of the Ho Chi Minh City Party Committee for comments.
After receiving comments from the Standing Committee of the City Party Committee, the Ho Chi Minh City People's Committee will carry out the procedures for developing a project, collecting public opinions, and completing the dossier to submit to the Ho Chi Minh City People's Council for approval of the rearrangement resolution. Next, the locality will complete the dossier according to the instructions of the Ministry of Home Affairs for submission to the Central Government. In which, the provincial-level rearrangement will be submitted to the National Assembly, and the commune-level rearrangement will be submitted to the National Assembly Standing Committee.
