According to the latest update report on October 9 of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board), the Ring Road 3 project through the old Ho Chi Minh City has so far achieved 60.1% of the construction and installation value.

On September 19, 2025, the Traffic Department signed a 100-day and night competition agreement to speed up the implementation progress between the investor, contractors and the supervision consultant unit.

According to the commitment, the parties will concentrate people and machinery to speed up progress, striving to complete the official traffic opening and technical traffic opening (only connecting unexploited routes) of some sections.

Of which, the 14.7 km long overpass section passing through the old Thu Duc City will be technically open to traffic on December 19, 2025. The official opening date will be postponed to April 2026, instead of the end of 2025 as previously planned.

According to the Traffic Department, the delay in opening this section is to synchronize with the Tan Van intersection, which is currently under construction and expected to be completed on April 30, 2026.

In the western area of the city (old Cu Chi and Hoc Mon districts), the 32.6 km gravel road is expected to be opened on December 19, 2025, and this section will be opened to traffic on April 30, 2026.

Construction materials such as sand and stone for the construction of Ring Road 3 have been resolved and are no longer problematic.

Regarding the disbursement situation of Component Project 1 (road construction) of the Ring Road 3 Project through Ho Chi Minh City (old) by the end of September 2025, the cumulative disbursement reached VND 2,619 billion out of the total VND 4,481 billion of capital allocated in 2025 (reaching 60.1%).

The Traffic Department said that in the remaining months of 2025 and January 2026, the Investor will focus on accelerating construction progress and strive to disburse 100% of the allocated capital.
