Ho Chi Minh City will closely monitor 35 public investment projects with large capital disbursement plans.

Disbursed more than 47,500 billion VND

At the socio-economic meeting in July, key tasks and solutions for August 2025, Director of the Department of Finance Ho Chi Minh City Nguyen Cong Vinh said that as of July 31, the City had disbursed 47,577 billion VND, reaching 40% of the capital plan assigned by the Prime Minister of 118,948 billion VND and reaching 31.4% of the capital plan the City had deployed of 151,431 billion VND.

In the final months of the year, the City will focus on closely monitoring the implementation and disbursement of a portfolio of 35 projects with large capital disbursement plans, including 28 projects in the portfolio of key projects of the three pre-arranged provinces and cities.

With these projects, it is expected that about 58,623 billion VND can be disbursed from now until the end of the year, accounting for 49% of the total public investment capital plan of the City assigned by the Prime Minister and accounting for 82% of the total remaining capital to be disbursed in the second half of the year.

Some projects with large capital will be disbursed such as: Upgrading and expanding National Highway 1 is expected to disburse 9,611 billion VND; Upgrading and renovating National Highway 22 is expected to disburse 6,234 billion VND; Upgrading the North - South axis road is expected to disburse 3,596 billion VND; Dredging, improving the environment, building infrastructure of Van Thanh canal is expected to disburse 6,475 billion VND; 2 connecting roads to Bien Hoa - Vung Tau expressway is expected to disburse 1,172 billion VND....

The city identifies public investment as seed capital, playing a leading role in activating and attracting all social resources. Therefore, the determined goal is to disburse 100% of the public investment capital plan in 2025, especially focusing on accelerating the progress of key transport infrastructure projects through the consolidation of Steering Committees, working groups and applying flexible capital transfer mechanisms.

To achieve the set goals, the City People's Committee will urgently resolve difficulties and obstacles for projects with slow investment procedures, and take more substantial action to promote disbursement in the remaining months of 2025, especially projects with large capital disbursement plans.

Strengthen monitoring, urging, and shortening the time for handling procedures for public investment projects. Tighten discipline and order in disbursing public investment capital, and resolutely and strictly handle cases of delay due to subjective reasons.

A series of projects started and put into operation before September 2

Providing more information on the implementation of some key projects, Ho Chi Minh City Statistics said that the project to dredge, improve the environment, and build infrastructure for Xuyen Tam canal has 3 packages (Package XL-01, Package XL-02, Package XL-03). Of which, Package XL-03 (1.3 km long) has started construction, with more than 85% of the site being handed over, while the remaining two packages (XL-01 and XL-02) are selecting contractors and are expected to start construction before September 2.

Metro Line 2 project (Ben Thanh - Tham Luong) has handed over 100% of the site, relocated over 60% of the technical infrastructure, the contractor selection will be completed in the third quarter and the main construction is expected to start in December 2025.

The Ring Road 3 project is entering the peak construction phase, accelerating progress and ensuring the quality of construction of the packages. It is expected that a total of 24.1 km of the expressway will be opened to traffic in December 2025 and by June 30, 2026, the project will complete the entire route and put it into operation.

The Tham Luong - Ben Cat - Rach Nuoc Len canal infrastructure and environmental improvement project has reached about 46% construction progress. It is expected that the entire route will be technically opened to traffic by September 2025 and the entire project will be completed by the end of 2025.

The project of dredging, constructing infrastructure, and improving the environment of the North bank of the Doi Canal, including 3 construction packages (construction 1, construction 2 - Hiep An 2 Bridge and construction 3), is currently in the stage of compensation and site clearance and has transferred compensation and resettlement support funds to the project. The handover of the site is expected to be completed in August 2025.

The Ho Chi Minh City Environmental Sanitation Project - Phase 2 has completed 5/9 construction packages, terminated the contract for 1 package and is continuing to implement the remaining 3 packages including: Package XL-02 (design - construction - operation of Nhieu Loc - Thi Nghe wastewater treatment plant), Package XL-03A and XL-04 (construction of the secondary and tertiary common drainage system in basin 6). Regarding consulting, 9/16 packages have been completed, 1 package has been terminated, the remaining packages are being implemented.

Component 3 of the Bien Hoa - Vung Tau Expressway Construction Investment Project Phase 1 includes 11 bridges and 1 residential tunnel. Currently, 15 construction teams are focusing on completing fences, anti-glare panels, and asphalt surface. The section through Phu My has been paved with asphalt for nearly 20 km, the median strip and drainage system are basically completed, 7 bridges are under construction, and the remaining 4 bridges are in the finishing stage. The project is expected to be completed and put into operation on September 2.
