Reporting on the results of social housing development in the city, the Ho Chi Minh City People's Committee said that the city has completed and put into use 5 social housing projects, with a scale of 2,377 units, and 1 partially completed worker accommodation project with a scale of 368 units.
Currently, the city has 4 projects under construction with a scale of 2,874 apartments, which will be completed this year, ensuring the target of building social housing in 2025 .
In addition, Ho Chi Minh City is also focusing on speeding up legal procedures to start construction in 2025 for 16 projects with a scale of 14,326 apartments and speeding up procedures for 22 projects to start construction in 2026 with a scale of 32,784 apartments.
Mr. Nguyen Van Duoc - Chairman of the Ho Chi Minh City People's Committee - said that the city determined that the solution to prepare land fund for social housing development by 2030 is very important, in order to ensure the target of developing 100,000 social housing units according to the Prime Minister 's direction.
Accordingly, the city has arranged a total land fund for social housing development of 1,400 hectares, of which about 661 hectares of 116 social housing projects are being implemented in the city and an area of about 739 hectares is being studied for allocation in the project to adjust the city's general planning.
At the same time, the city is coordinating with the Ministry of Public Security and the Ministry of National Defense to complete the development of a social housing project for officers and soldiers, including 14,000 apartments for forces under the Ministry of Public Security and 6,000 apartments for forces under the Ministry of National Defense.
Mr. Nguyen Van Duoc said that in the process of implementing social housing projects, the city still faces many obstacles and difficulties in terms of resources, investment procedures, planning, construction licensing, fire prevention and fighting, procedures for selecting investors, determining social housing prices, etc. However, specific mechanisms such as in Resolution 201 will help the city overcome these difficulties.
In addition, specific policies on granting construction permits, exempting construction permits, and shortening bidding according to the provisions of the law on bidding will also help the city speed up the progress of social housing investment in the coming time.
Mr. Duoc said that the city will focus on working with investors of large-scale projects of over 1,000 apartments, removing difficulties and obstacles for the projects to speed up the project implementation progress to complete and put into use soon.
According to Mr. Duoc, with the breakthrough policies recently approved by the National Assembly and the Government, Ho Chi Minh City is determined to exceed the target of developing 100,000 social housing units by 2030.
Many solutions to overcome difficulties and increase social housing supply
According to Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, the city will cut down and simplify administrative procedures under its authority regarding investment in social housing construction (project establishment, approval, investor selection, land allocation, land lease, site clearance...) to support and encourage businesses to invest in social housing construction.
In addition, the city will create conditions for investors to quickly implement projects, from choosing land locations to completing legal procedures.
The city will also review commercial housing projects that reserve 20% of the project's land fund to invest in building social housing, implement Resolution 201 on exchanging equivalent social housing land funds in locations other than the project scope or pay money equivalent to the value of the land fund invested in building technical infrastructure systems...
Thereby removing the backlog of commercial housing projects in the area that have problems with social housing investment and creating investment resources and resources for the National Housing Fund.
