The Ho Chi Minh City People's Committee has submitted a report on the implementation of tasks for the 2024-2025 school year and preparations for the new 2025-2026 school year.
Following the merger, Ho Chi Minh City, the " educational megacity," saw an increase of nearly 40,000 students.
According to the Ho Chi Minh City People's Committee, after the merger, in the 2025-2026 school year, Ho Chi Minh City is expected to have 2,528,789 students from preschool to high school (an increase of 39,632 students compared to the previous school year). Of these: Preschool will have 478,458 students (an increase of 4,737 students compared to the previous school year); primary school will have 939,002 students (a decrease of 9,485 students compared to the previous school year); lower secondary school will have 759,278 students (an increase of 42,978 students compared to the previous school year); and upper secondary school will have 352,051 students (an increase of 1,402 students compared to the previous school year).
To prepare for the 2025-2026 school year, the entire city plans to put into use 1,287 new classrooms using budget funds. Specifically: Preschool level: 151 classrooms; primary school level: 585 classrooms; lower secondary school level: 412 classrooms; upper secondary school level: 112 classrooms.

"Overall, for the 2025-2026 school year, the city will still ensure that 100% of children residing in the area have sufficient places to study, with adequate facilities and equipment to organize activities at educational institutions in accordance with the requirements of the general education program," the report stated.

Ho Chi Minh City is expected to have nearly 2.6 million students from preschool to high school, an increase of nearly 40,000 students compared to the previous school year after the merger.
Enrollment for grades 1 and 6 in wards, communes, and special zones will begin in the 2025-2026 school year.
According to the Ho Chi Minh City People's Committee, from the 2025-2026 school year, the enrollment process for grades 1 and 6 in wards, communes, and special zones will uniformly use the enrollment system at: https://tuyensinhdaucap.hcm.edu.vn, with enrollment data sourced from the education and training sector's database at https://csdl.hcm.edu.vn.
Information on "current residence" in the education sector's database, verified against the national population database (under Project 06), will be the main criterion for admission to the first-grade classes.
Communes, wards, and special zones shall base their enrollment plans on the guidelines and documents of the Department of Education and Training to suit the actual conditions of their localities.
The total number of students expected to be enrolled in grade 1 is 113,417 and in grade 6 is 124,108. As of May 13, 2025, the verification rate has reached 95%. For the remaining 5% who cannot be assigned identification codes due to special circumstances, the Department of Education and Training will be responsible for issuing temporary codes to the candidates. After the enrollment period, the Department of Education and Training will coordinate with the police to resolve the issue of assigning identification codes to all students participating in the 2025-2026 school year enrollment.

Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province (before merger) have developed enrollment plans for 10th grade in their respective areas, with a total enrollment quota of 95,796 students for public high schools.
The Department of Education and Training proactively reviewed student data within the enrollment age range starting in February 2025 and completed the verification of personal information for 237,525 students (113,417 kindergarten children and 124,108 5th grade students) through the VNEID system. This information includes identification code, full name, year of birth, current school, and current address. Early verification will support localities in proactively reviewing data before issuing enrollment plans, limiting changes in residence after the plan is announced, significantly reducing the number of complaints, and ensuring fairness and transparency in the enrollment process.
Regarding the organization of the 10th grade high school entrance exam, Ho Chi Minh City has 129,382 9th grade students taking the junior high school graduation exam, of which 109,720 registered to take the 10th grade entrance exam. 1,079 students are eligible for direct admission, while the rest wish to study at other types of schools.

According to the Ho Chi Minh City People's Committee, on June 14, 2025, the City People's Committee issued Directive No. 07UBND on the implementation of organizational restructuring and administrative units, in which the Department of Education and Training is responsible for guiding and ensuring the maintenance and improvement of the quality and efficiency of public education and training institutions in the administrative units undergoing restructuring according to the Central Government's guidelines. It is also responsible for developing a plan to ensure sufficient schools, classrooms, and teachers for the new school year, with the Department of Education and Training holding the position and function of a specialized agency performing state management functions in preschool and general education, ensuring that all activities continue smoothly, continuously, and effectively.
Ho Chi Minh City mobilizes over 13,200 teachers to supervise the 10th grade entrance exam.The Ho Chi Minh City Department of Education and Training has proactively submitted a proposal to the City People's Committee requesting approval for the department to organize the recruitment of civil servants for public service units under the People's Committees of communes, wards, and special zones in the city, in preparation for the 2025-2026 school year.
