Ho Chi Minh City People's Committee has reported on the implementation of tasks for the 2024-2025 school year and preparations for the new school year 2025-2026.

After the merger, the " educational super city" of Ho Chi Minh City increased by nearly 40,000 students.

According to the City People's Committee, after the merger, in the 2025-2026 school year, the whole of Ho Chi Minh City is expected to have 2,528,789 students from preschool to high school (an increase of 39,632 students compared to the previous school year). Of which: Preschool has 478,458 students (an increase of 4,737 students compared to the previous school year); primary school has 939,002 students (a decrease of 9,485 students compared to the previous school year); secondary school has 759,278 students (an increase of 42,978 students compared to the previous school year); high school has 352,051 students (an increase of 1,402 students compared to the previous school year).

In preparation for the 2025-2026 school year, the city plans to put into use 1,287 new classrooms from the state budget. Specifically: Preschool level: 151 classrooms; primary level: 585 classrooms; secondary level: 412 classrooms; high school level: 112 classrooms.

"In general, in the 2025-2026 school year, the city will still ensure that 100% of children living there have enough places to study, and ensure conditions for facilities and equipment to organize activities at educational institutions to ensure compliance with the requirements of the general education program," the report stated.

Enrollment for grades 1 and 6 of wards, communes, and special zones from the 2025-2026 school year

According to the Ho Chi Minh City People's Committee, from the 2025-2026 school year, the enrollment work for grades 1 and 6 of wards, communes, and special zones will uniformly use the primary enrollment system at the address: https://tuyensinhdaucap.hcm.edu.vn, with the enrollment data source taken from the database of the Department of Education and Training at https://csdl.hcm.edu.vn.

Information on "current residence" in the education and training sector database, which has been verified with the national population database (under Project 06), will be the main criterion for admission to primary classes.

Wards, communes and special zones shall base on the instructions and documents of the Department of Education and Training to develop their own enrollment plans suitable to the actual conditions of the locality.

The total number of students expected to enroll in grade 1 is 113,417 and grade 6 is 124,108. As of May 13, 2025, the authentication rate reached 95%. For the remaining 5% who cannot be issued codes due to special reasons, the Department of Education and Training will be responsible for issuing temporary codes to candidates. After the enrollment period, the Department of Education and Training will coordinate with the police to resolve the issue of identification codes for all students participating in the enrollment for the 2025-2026 school year.

Ho Chi Minh City, Binh Duong province and Ba Ria - Vung Tau province (before the merger) have developed a plan to enroll 10th graders in the area with a total target of 95,796 students in public high schools.

The Department of Education and Training has proactively reviewed data on students of admission age since February 2025 and completed the confirmation of personal information of 237,525 students (113,417 kindergarten children and 124,108 grade 5 students) through the VNEID system with information including identification code, full name, year of birth, current school and current residence. Early information confirmation will support localities to proactively review data before issuing admission plans, limit changes in residence after the plan is in place, contribute to significantly reducing the rate of complaints and ensuring fairness and transparency in admissions.

Regarding the organization of admission to grade 10 high school, Ho Chi Minh City has 129,382 grade 9 students taking the junior high school graduation exam, of which 109,720 students registered to take the grade 10 entrance exam. There are 1,079 students eligible for direct admission, the rest wish to study in other types.

Develop a plan to ensure enough schools, classrooms, and teachers to serve the new school year with the position and function of a specialized agency performing the function of state management of preschool and general education, ensuring that all activities continue to take place smoothly, continuously, and effectively.

The Ho Chi Minh City Department of Education and Training has proactively submitted a proposal to the City People's Committee to assign the department to organize the recruitment of civil servants for public service units under the People's Committees of communes, wards and special zones in the city to prepare for the 2025-2026 school year.
