Ho Chi Minh City: 40 schools in Binh Tan district must temporarily suspend operations of canteens, kitchens, and parking lots.

Many schools have temporarily suspended canteen and parking lot operations in a joint venture.

Ho Chi Minh City Inspectorate has just issued inspection conclusions on the management and use of state-owned houses and land and state management at the People's Committee of Binh Tan District.

Accordingly, Binh Tan district has 40 public schools and 2 addresses of the District Cultural - Sports Center using public houses and land for business purposes, leasing, joint ventures, and associations but the project has not been approved by the People's Committee of Ho Chi Minh City, not ensuring the provisions in Clause 2, Article 46 of Decree No. 151/2017/ND-CP as the basis for the project to use public assets for leasing purposes approved by competent agencies and persons according to the provisions in Article 44 of this Decree, the head of the public service unit specifically decides on the leasing of public assets.

Therefore, the Head of the Department of Education and Training of Binh Tan District has requested these schools to temporarily suspend the leasing of public assets for canteens, parking lots, and kitchens until the competent authority approves the project to use public assets for the right leasing purposes.

Not only Binh Tan district, recently many localities in Ho Chi Minh City have also encountered difficulties in implementing the decree on the use of assets for business purposes, leasing, joint ventures and associations. Tan Phu district, district 8... have temporarily suspended the operation of canteens, kitchens, parking lots in the form of leasing, joint ventures and associations because the project has not been approved in accordance with regulations.

In suburban districts, schools in the area have made joint venture and partnership projects but none of them have been approved. Therefore, schools have temporarily stopped operating canteens and parking lots under the partnership form.
