Information from the Ho Chi Minh City People's Committee, on June 11, the Chairman of the Ho Chi Minh City People's Committee approved the proposal of the Department of Transport to establish an inspection team to inspect the acceptance of a number of key traffic works in Ho Chi Minh City.
Ho Chi Minh City People's Committee assigned the Department of Transport to urgently preside over and coordinate with relevant departments, branches and units to establish a team to inspect the acceptance of works and make a detailed plan related to the inspection of the acceptance of each work.
In which, clearly state the content of the work to be performed, coordinating units, implementation progress... to serve as a basis for implementation in accordance with regulations.
Previously, according to the proposal of the Department of Transport, Ho Chi Minh City is implementing many key traffic projects, large-scale group A projects with complex technical characteristics. The City People's Committee has established a Steering Committee for key projects to promptly resolve difficulties and obstacles, promote project implementation, and accelerate public investment disbursement progress.
However, during the implementation process, coordination between relevant units when inspecting the acceptance of key projects has not been really effective; some agencies and units have not proactively coordinated the inspection, leading to prolonged inspection time, and some potential problems related to specialized regulations.
Not to mention, after the project or project item is completed and accepted, the investor completes the handover procedures and delegates authority to the management agencies and units (traffic, water supply and drainage, trees, lighting, electricity, telecommunications, etc.) for maintenance, operation and exploitation... and there is a situation where the management unit re-inspectes the project and requests to correct existing problems (if any). Therefore, the implementation time continues to be prolonged, leading to related problems.
To ensure strictness and shorten the implementation time, the inspection of works serving the handover and decentralization procedures must be carried out together with the inspection of acceptance work. At the same time, the correction of existing problems (if any) will not have to be carried out many times. The Department of Transport believes that it is necessary to establish an Inspection Team for acceptance work for a number of key traffic projects and works.
Regarding the organization plan, the Department of Transport proposed that the inspection subjects are key projects and works being implemented under the direction of the Steering Committee of key projects and works of the city, group A projects and other projects with complex technical requirements.
The members of the inspection team will include: leaders of the Department of Transport, leaders of the Department of Construction, representatives of other specialized construction management departments; People's Committees of districts, towns and Thu Duc City (where the project is built); units receiving and managing the project; leaders of the investor, and experts with appropriate capacity./.
