President meets heads of state and leaders attending UN Week

(Chinhphu.vn) – On the morning of September 22, 2025, local time (evening of the same day, Hanoi time), in New York City (USA), President Luong Cuong had bilateral meetings with leaders and heads of state of countries.

Paraguay is ready to support the early launch of Vietnam – MERCOSUR FTA negotiations

Within the framework of attending the High-level General Debate of the 80th Session of the United Nations General Assembly, combined with bilateral activities in the United States, on September 22 local time, in New York, President Luong Cuong met with Paraguayan President Santiago Peña Palacios.

In a friendly and sincere atmosphere, President Luong Cuong and President Peña Palacios highly appreciated the positive developments in the two countries' friendship over the past three decades. At the same time, they agreed that in the context of the two countries celebrating the 30th anniversary of the establishment of diplomatic relations (1995-2025), the two sides need to promote a breakthrough in cooperation in the coming period.

President Luong Cuong affirmed that Vietnam always attaches importance to the relationship with Paraguay, an important partner of Vietnam in the South American region; and suggested that Vietnam and Paraguay improve the effectiveness of economic , trade and investment cooperation. In that spirit, President Luong Cuong asked Paraguay to support and promote the early start of the FTA negotiation process between Vietnam and the Southern Common Market (MERCOSUR); and create conditions for Vietnamese enterprises to invest in telecommunications infrastructure, technology and digital transformation in Paraguay.

Agreeing with the opinions and proposals of President Luong Cuong, Paraguayan President Peña Palacios shared that Paraguay and Vietnam have many similarities in the process of fighting for independence and socio-economic development. The Paraguayan President wishes to learn about Vietnam's experience in integration and development, considering Vietnam an important bridge to expand cooperation with ASEAN countries. In that spirit, Paraguay is ready to support the early launch of the Vietnam - MERCOSUR FTA negotiations, and at the same time expressed his desire to strengthen multifaceted cooperation with Vietnam, especially in the processing, agricultural and textile industries.

The two leaders also agreed to closely coordinate to promote cultural and people-to-people exchange activities, and strengthen coordination and mutual support at multilateral forums.

On this occasion, President Peña Palacios invited President Luong Cuong to visit Paraguay. President Luong Cuong respectfully thanked and invited the President of Paraguay to visit Vietnam and attend the signing ceremony of the UN Convention against Cybercrime in Hanoi (October 25-26, 2025).

President Luong Cuong meets with President of Tajikistan Emomali Rahmon

Tajikistan wishes to expand cooperation with Vietnam

President Luong Cuong met with President of Tajikistan Emomali Rahmon on the occasion of attending the High-level General Debate of the 80th Session of the United Nations General Assembly, combined with bilateral activities in the United States.

At the meeting, President Luong Cuong and President Emomali Rahmon expressed their pleasure at meeting each other again after their exchange at the 80th anniversary of the victory over fascism in Beijing, China. The two leaders highly appreciated the positive developments in bilateral cooperation, and said that the two sides still have a lot of potential and untapped space to promote comprehensive cooperation in all fields.

Affirming that Vietnam always attaches importance to consolidating and developing the traditional friendship and multifaceted cooperation with Tajikistan, President Luong Cuong proposed that the two sides continue to increase the exchange of high-level delegations and all levels in economics, trade, investment, science and technology, education, tourism and people-to-people exchanges, thereby enhancing understanding and friendship between the two peoples.

For his part, Tajikistan President Emomali Rahmon expressed his appreciation and desire to strengthen comprehensive cooperation with Vietnam; affirmed that Vietnam is an important partner in Southeast Asia, and Tajikistan wishes to expand cooperation with Vietnam as well as through Vietnam to expand cooperation with other countries in the region and ASEAN. President Emomali Rahmon proposed that the two sides promote cooperation in potential and strong areas such as agriculture, railway connection, and infrastructure.

The two leaders also agreed to strengthen cooperation and support each other at multilateral forums, especially at the United Nations, and discuss a number of international and regional issues of mutual concern.

On this occasion, President Luong Cuong respectfully invited President Emomali Rahmon to visit Vietnam and attend the signing ceremony of the UN Convention against Cybercrime in Hanoi (October 25-26, 2025). President Emomali Rahmon respectfully thanked and invited President Luong Cuong to visit Tajikistan soon.

President Luong Cuong meets with Austrian Chancellor Christian Stocker

Vietnam is ready to act as a bridge to help Austria access the potential ASEAN market.

On September 22, President Luong Cuong received Prime Minister of the Republic of Austria Christian Stocker.

The two leaders expressed satisfaction with the positive progress in bilateral relations in recent times, in which Austria has continuously been one of Vietnam's top 10 trade partners in Europe and Vietnam is Austria's important trade partner in Southeast Asia.

Affirming that Vietnam always attaches importance to and wishes to develop the traditional friendship and multifaceted cooperation with Austria, the President emphasized that economy, trade and investment are important pillars of bilateral relations and suggested that Austria increase investment in Vietnam in areas where Austria has strengths and Vietnam has needs such as infrastructure, renewable energy and green transformation.

President Luong Cuong also asked the Austrian Parliament to soon ratify the EU-Vietnam Investment Protection Agreement (EVIPA) and to have a positive voice so that the European Commission can remove the IUU "yellow card" for Vietnamese seafood. The President affirmed that Vietnam is ready to act as a bridge to help Austria access the potential ASEAN market.

Sharing the opinions of President Luong Cuong, Austrian Prime Minister Christian Stocker expressed his deep impression of the country and people of Vietnam, congratulated Vietnam on its socio-economic development achievements in recent years, and affirmed that Austria considers Vietnam an important partner in Southeast Asia.

The Austrian Prime Minister agreed that the two sides need to increase high-level delegation exchanges and all-level delegation exchanges, create more favorable conditions for businesses and localities of the two countries to connect and cooperate, as well as further promote cooperation in economics, trade, investment, science and technology, education and training, tourism, people-to-people exchange and other potential areas.

In the spirit of political trust, the two leaders agreed to strengthen coordination and support each other at multilateral forums./.
