Adverse weather strongly impacts disbursement progress

With a growth target of 8.3-8.5%, disbursing 100% of the public investment plan for 2025 is a key task. Faced with many difficulties, the Government requires drastic and synchronous actions from the central to local levels to complete the socio -economic development goals.

Capital allocation and disbursement progress in 2025

According to the report of the Ministry of Finance , the total state budget public investment plan for 2025 assigned by the Prime Minister is 899,180.2 billion VND, of which the central budget capital is 423,452.9 billion VND and the local budget capital is 475,727.3 billion VND.

Including the additional 161,451.2 billion VND in the State budget balance plan assigned by localities, the total plan assigned in 2025 will reach 1,060,631.4 billion VND.

To date, the total capital that has been allocated in detail is 871,041.6 billion VND, reaching 96.9% of the plan assigned by the Prime Minister . The remaining capital that has not been allocated in detail is 28,138.6 billion VND (NSTW: 28,045.8 billion VND; NSĐP: 92.8 billion VND), accounting for 3.1% of the plan.

Regarding disbursement results, as of October 23, 2025, the actual disbursed capital was VND 464,828 billion, equivalent to 51.7% of the plan. Compared to the national average, there are still 29 ministries, central agencies and 16 localities with disbursement rates lower than the average.

"Bottlenecks" slowing down progress

The Ministry of Finance pointed out many reasons affecting the disbursement progress this year, notably administrative organization, policy mechanisms and construction conditions.

Firstly, some newly established or merged communes do not have officers in charge of public investment, leading to slow implementation, handover of documents, and identification of investors. The existence of many different land price lists after the province merger also causes difficulties in determining compensation and site clearance plans.

Second, difficulties in mechanisms and policies remain significant obstacles. Some new regulations arising from practice have not been adjusted in a timely manner, affecting the progress of project implementation and capital disbursement.

Third, regarding implementation, site clearance is still a major "bottleneck" in many localities. Many projects are slow to hand over land, stuck in compensation agreements, and have prolonged land price determination, slowing down construction progress and disbursement.

In addition, ODA projects face many difficulties in the process of negotiation, signing, and international payment. The time for approving loan agreements often lasts 12-18 months, due to compliance with the regulations of the lender; some projects even have to be suspended due to changes in sponsors.

Some project management boards, investors, and contractors are still indecisive, have limited organizational capacity, construction progress is not close to reality, and coordination between parties is still loose. There are even signs of being reluctant to take responsibility, afraid of making mistakes, and pushing work, causing many projects to be behind schedule.

Notably, adverse weather conditions are also an objective factor that has had a strong impact on progress. In the past four months, September alone saw four consecutive storms, of which storm No. 10 caused the most serious damage, accompanied by heavy rain, landslides, and floods, causing many key transport projects to stagnate.

To achieve the target of disbursing 100% of the capital plan in 2025, contributing to ensuring economic growth of 8.3-8.5%, the Government requires ministries, branches and localities to focus on implementing many synchronous solutions.

First of all, units need to seriously, promptly and effectively implement the directions of the Government and the Prime Minister in Resolutions, Official Dispatches and Directives. Heads of ministries, branches and localities must take direct responsibility for the disbursement progress, and at the same time proactively overcome shortcomings and learn from the experiences of units with high disbursement rates.

Currently, the Ministry of Finance is reporting the disbursement status to the Prime Minister and the Central Inspection Committee on a weekly basis. Therefore, ministries, branches and localities need to review the progress of each project in detail, develop weekly plans, flexibly transfer internal capital from slow-moving projects to projects with good progress, and at the same time prepare payment records immediately for completed volumes, avoiding accumulation at the end of the year.

At the same time, localities need to perfect the two-level government apparatus and arrange specialized personnel, especially in positions related to site clearance and project management, to remove "bottlenecks" in disbursement.

Ministries and branches continue to review and synthesize policy problems, promptly propose amendments to remove difficulties, and create favorable conditions for the implementation and disbursement of key national and local projects.
