The Ho Chi Minh City Department of Health has just issued Report No. 6269/BC-SYT on the results of implementing Decision No. 546/QD-TTg of the Prime Minister on assigning targets for health insurance coverage for the period 2022-2025.
In order to increase the coverage of universal health insurance and ensure social security in the area, Ho Chi Minh City has proactively allocated local budget to support health insurance contributions for disadvantaged groups, vulnerable groups, and those who need priority support according to the city's specific characteristics.
In 2025, after the reorganization of administrative units and the establishment of a two-tiered local government structure, the Department of Health, in coordination with the Ho Chi Minh City Social Insurance (BHXH), advised the People's Committee to submit to the City People's Council two resolutions supporting health insurance contributions from the local budget (Resolution No. 56/2025/NQ-HĐND dated November 14, 2025 and Resolution No. 75/2025/NQ-HĐND dated December 10, 2025).

According to the report, the issuance of these resolutions has contributed to expanding health insurance coverage in the city, especially for vulnerable groups, people in difficult circumstances, and groups at risk of interruption in health insurance participation. This has facilitated people's access to medical services, reduced the burden of healthcare costs, and contributed to ensuring social security.
According to the report, despite achieving many accomplishments, as of December 31, 2025, Ho Chi Minh City had over 13 million people participating in health insurance; the health insurance coverage rate reached 94.81% of the population, 0.19% lower than the assigned target of 95%.
In the group of key tasks and solutions for the period 2026-2030, the Ho Chi Minh City Department of Health proposes including the target of developing health insurance into the city's annual socio -economic development plan to ensure the achievement of the goal of universal health insurance according to the set roadmap.

Strengthen the review, exploration, and development of health insurance participation among potential groups such as households, informal sector workers, temporary residents, students, and vulnerable groups.
Strengthen inspection and supervision of the implementation of health insurance policies at employing units; regularly review and compare labor and wage data to promptly detect and handle cases of delayed or evaded social insurance and health insurance contributions... At the same time, intensify efforts to recover overdue payments…
The Ho Chi Minh City Department of Health has requested the Government and the Prime Minister to direct ministries and agencies to continue promoting the connection, sharing, and synchronization of national data on population, labor, employment, taxes, social insurance, and health insurance to improve the efficiency of managing health insurance participants; and to support the work of reviewing eligible individuals, conducting inspections and audits, and handling cases of delayed or evaded social insurance and health insurance contributions.

Directing relevant ministries and agencies to research and improve the mechanism for handling units that are late in paying or evade social insurance and health insurance contributions, with a view to increasing deterrence, ensuring the legitimate rights and interests of workers, and improving the effectiveness of social insurance and health insurance policy implementation nationwide.
We propose that the Ministry of Health and the Ministry of Finance (Vietnam Social Security) research and advise the Government on issuing appropriate support mechanisms for localities with large populations, rapid urbanization rates, and high population mobility, such as Ho Chi Minh City. The aim is to facilitate the management of beneficiaries, develop the number of health insurance participants, and achieve the goal of universal health insurance in a sustainable manner.
Consider and research proposals to expand the policy of supporting health insurance contributions for informal sector workers, low-income earners, long-term residents in large cities, and other groups at risk of disrupting their health insurance coverage, in order to contribute to maintaining and sustainably developing the health insurance coverage rate.
