Hue City still lacks 1,100 teachers.

After one year of implementing the two-tiered local government model in education management, the Hue City education sector has noted that the entire sector still lacks approximately 1,100 teachers.

On May 9th, the Hue City Department of Education and Training held a conference to review one year of implementing the two-tiered local government model in state management of education and to deploy tasks in accordance with Resolution No. 71-NQ/TW of the Politburo and Action Program No. 14-CTr/TU of the Hue City Party Committee on breakthroughs in education and training development.

According to the report presented at the conference, after one year of operation under the new model, state management of education in the area has initially achieved positive results. The mechanism of decentralization and delegation of authority between the Department of Education and Training and the People's Committees of communes and wards has become clearer and in line with current regulations.

This model helps to promote the unified management role of the education sector, while also enhancing the proactiveness and responsibility of local authorities in supervising and managing schools in their areas.

Mr. Nguyen Tan, Director of the Department of Education and Training of Hue City, emphasized that clearly defining the functions and responsibilities of each party is one of the most outstanding achievements.

Accordingly, the Department of Education and Training will exercise unified state management over professional matters, curriculum, training quality, personnel, and school network planning. Meanwhile, the People's Committees of communes and wards will directly manage educational institutions, ensuring operational conditions, facilities, school safety, and implementing educational policies in their areas. At the same time, communes will also implement teacher rotation to suit the actual situation in their localities.

During the implementation of the new model, the Hue City Department of Education and Training focused on reorganizing and streamlining its organizational structure for greater effectiveness and efficiency. The Department's leadership affirmed that the reorganization was carried out according to the principle of stabilizing the school system and creating favorable conditions for students.

Currently, Hue city has 566 preschool and primary/secondary schools, 1 continuing education center, and 4 vocational education and continuing education centers; the percentage of schools meeting national standards is nearly 78.5%. The total number of administrators, teachers, and staff in the education sector is over 18,500.

In addition, efforts to regulate and supplement the teaching staff continued to be focused on addressing localized shortages and surpluses. The Department of Education and Training, in coordination with the People's Committees of communes and the Department of Internal Affairs, transferred 56 teachers and staff from surplus to shortage areas; facilitated the exchange of 25 teachers according to their wishes; and recruited 13 civil servants and public employees to work in preschool and primary schools throughout the city. Simultaneously, 507 contract teachers were allocated to localities, contributing to meeting teaching needs under the new management model.

The conference was attended by a large number of officials and teachers from the education sector and representatives from communes and wards in the area.

Besides the achievements, according to Mr. Tan, the implementation process still faces some difficulties, especially the decentralization in the areas of finance, staffing, and infrastructure investment, which is not yet truly synchronized.

Notably, the team of civil servants in charge of education at the commune level is insufficient and often handles multiple areas; the shortage of teachers has not yet been sustainably resolved.

At the conference, the Director of the Hue City Department of Education and Training stated that the entire sector is currently facing a shortage of 1,100 teachers. This staffing shortage is occurring in many institutions. For example, Chu Van An Secondary School is lacking 22 teachers; and a kindergarten in Chan May commune, Lang Co district, is also experiencing a shortage of 9 teachers.

According to Mr. Nguyen Tan, in the coming period, the education sector will focus on key tasks such as: completing the planning of the school network; promoting digital transformation and administrative reform; and improving the efficiency of school management through increased decentralization. Simultaneously, investing in modern and synchronized infrastructure and developing the teaching staff will remain top priorities.

The sector will also organize and operate a system of integrated boarding schools in border communes, expected to officially begin operation at the start of the 2026-2027 school year, to ensure the best possible access to education for students in disadvantaged areas. The streamlining of the administrative apparatus towards modernization and standardization, in accordance with Government Resolution No. 105/NQ-CP, will also continue to be implemented vigorously in the coming period.
