Mong Cai City: Building a logistics center, piloting the construction of a smart border gate

In recent times, the pilot implementation of smart border gate construction has had a unified policy in writing, consistent from the Central to the Provincial level, in line with the general development trend of the World . This has also been discussed and mentioned in many working sessions of the Leaders of the 2 Parties, States, Governments, and Provincial - Regional levels of Vietnam and China.

The Vietnam-China land border currently has 26 border gates, including 14 international border gates and 12 bilateral border gates. The construction of smart border gates at the Vietnam-China border is an important solution to enhance management efficiency and promote trade activities between the two countries.

The land border gates between Vietnam and China are not only tourist gateways, but also play an important role in the import and export activities of the two countries. Therefore, building smart border gates is one of the effective solutions to enhance the efficiency of border management, protection and promote cross-border trade activities.

Upgrading border gates and turning them into smart border gates will bring many positive impacts to the economic development of both countries and is an important step in enhancing cooperation between the two neighboring countries in the fight against crime, smuggling and trade fraud at border gates.

Up to now, Viettel Post and Telecommunications Joint Stock Corporation has coordinated with Mong Cai city government and related sectors to develop specific plans such as: renovating, upgrading the system, adding software to manage people, goods, etc. to deploy the construction of a Logistics Center in Mong Cai border gate area, piloting the construction of a smart border gate.

As soon as the agreement is reached, the Mong Cai City government (Vietnam) will urgently hold talks with Dongxing (China) to jointly agree on implementation in the direction of "Synchronous planning, synchronous construction, synchronous operation" and this is also the basis for the Provincial - Regional Working Group of the two countries Vietnam - China to study, discuss and agree on implementation.

Viettel's technical staff conducted a field survey and proposed a specific plan to pilot the construction of a smart border gate in Mong Cai.

Currently, Mong Cai City on the Vietnamese side has completed many infrastructure items at Bac Luan I and Bac Luan II border gates and is testing a number of technology applications such as automatic control, QR code scanning system, facial recognition for passersby; promoting digitalization of customs procedures, connecting data systems for quick communication between management agencies.

At Bac Luan II border gate, Tan Dai Duong International Import-Export Joint Stock Company (Mong Cai - Vietnam) and China Testing Group - Guangxi Company Limited, Dongxing Branch (China) have cooperated to invest in building a Laboratory, testing the quality of agricultural, forestry and aquatic products in the area of the project to invest in building technical infrastructure for services - trade of Bac Luan II Inter-sectoral Control Station, in order to promote import and export and trade of goods, export of agricultural, forestry and aquatic products to China. At the same time, this also helps import and export enterprises reduce costs related to testing and tracing of exported goods, boosting the export turnover of goods from Vietnam to the Chinese market.

On the Dongxing side, China has basically completed the main items in the smart border gate project, including automatic control lanes for people and vehicles, an AI system to recognize license plates and faces; and put into testing the "one-stop-one-stop" model at Dongxing border gate to reduce customs clearance time.

The two sides are in the stage of technical connection, synchronizing processes to put into trial operation, moving towards officially operating the bilateral smart border gate model with features such as: Smart security control, electronic procedure processing, integrated traffic monitoring system. The two sides also agreed to maintain close connection, update information, and exchange promptly, in order to be able to "Synchronously plan, synchronously build, and synchronously operate".
