In Phu Ha ward, we observed a serious and urgent working atmosphere among the local officials and staff. In addition to their daily professional duties, the officials and staff of Phu Ha ward are urgently organizing the statistical survey, inventory, and preparation of documents and files for the merger with the new administrative unit. The work is being carried out systematically with a proactive spirit, ensuring continuity. Ms. Tran Thi Anh Tuyet, Secretary of the Phu Ha Ward Party Committee, shared: "Recently, Phu Ha ward merged with Thanh Son ward. After the merger, the ward's administrative apparatus operates more effectively and efficiently; the quality of handling administrative procedures for citizens and businesses has significantly improved, receiving satisfaction and high praise from the community. Furthermore, we have accumulated valuable experience in arranging and reassigning personnel appropriately, resolving issues arising related to administrative procedures, and stabilizing people's lives after the change in administrative boundaries." Based on that experience, the ward's staff has adopted a proactive approach, ensuring that the agency's tasks are not disrupted and that services to the people are not affected. The merger of the existing areas and populations of Kinh Dinh, Phu Ha, Dai Son, and Dao Long wards into a new administrative unit, named Phan Rang ward, is expected to bring about a breakthrough, aiming towards building a smart, spacious, and modern urban area.
Along with other localities in the province, the Party Committee and government of Van Hai ward have recently disseminated and thoroughly implemented all documents and guidelines from higher levels related to the policy of streamlining the administrative apparatus. According to the plan, after the merger, Van Hai ward will merge with Khanh Hai town (Ninh Hai district) and take the new name Ninh Chu ward. Based on the situation, the majority of people support and are enthusiastic about the reorganization of the commune-level administrative unit and believe that the merger will mobilize and allocate resources rationally, serving socio- economic development and improving the quality of life for the people. Mr. Nguyen Van Trinh, from residential area 4, Van Hai ward, shared: "Van Hai has many advantages in developing high-tech agriculture. If merged with Khanh Hai town, which has potential in tourism, services, and marine economy, it will help the new administrative unit expand its development space. This will create momentum for growth, promote economic restructuring, and gradually improve the material and spiritual lives of the people."
Comrade Ha Nam Hong, Head of the Internal Affairs Department of Phan Rang - Thap Cham City, said: The reorganization of administrative units is a major policy aimed at concentrating resources, effectively exploiting potential and advantages, expanding development space, creating new growth drivers, promoting economic restructuring, and gradually improving the material and spiritual lives of the people. Clearly aware of their responsibility to serve the people, the team of officials and civil servants sees this as a "golden opportunity" to improve management efficiency and the quality of public services. To create consensus and stabilize the mindset of officials, civil servants, and workers, especially those in semi-professional positions, the city has recently intensified propaganda work on the policy of merging commune-level administrative units in accordance with Conclusion No. 137-KL/TW dated March 28, 2025, of the Politburo and the Secretariat, which is concretized by Plan No. 159/KH-UBND of Phan Rang - Thap Cham City. Propaganda work was implemented flexibly and in diverse forms. In addition, the city established monitoring teams to guide and support 13 communes and wards in organizing, revising, and digitizing Party and State documents, ensuring readiness for the handover process when new administrative units are established. Simultaneously, coordination was carried out to review and develop a plan for assigning approximately 170 non-specialized commune-level officials to work in residential areas. The City People's Committee is urgently finalizing a plan for assigning civil servants from various departments to work in the wards (after the completion of district-level activities); and directing departments to package and classify documents for handover to the Department of Internal Affairs for effective management, exploitation, and use.
With a proactive approach and experience gained from previous commune and ward mergers, the People's Committee of Phan Rang - Thap Cham City is closely and decisively directing efforts to ensure the operation of the two-tiered government system proceeds on schedule and meets the central government's objectives of streamlining, efficiency, and effectiveness.
