Thanh Hoa City celebrates 220 years as a provincial capital and announces Resolution on merging Dong Son district into Thanh Hoa City

On the morning of December 18, 2024, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Thanh Hoa City solemnly held a ceremony to celebrate the 220th anniversary of the provincial capital (1804 - 2024), the 30th anniversary of the city's establishment (1994 - 2024), the 10th anniversary of the first-class urban area (2014 - 2024) and announced Resolution No. 1238/NQ-BTVQH15 of the National Assembly Standing Committee on the arrangement of district-level and commune-level administrative units in Thanh Hoa province, period 2023 - 2025.

The speech at the ceremony by comrade Le Anh Xuan, member of the Provincial Standing Committee, Secretary of the City Party Committee, Chairman of the People's Council of Thanh Hoa City stated: Thanh Hoa City is one of the cradles of the ancient Vietnamese people, the land of the brilliant Dong Son culture associated with the archaeological site of Do Mountain and the legend of Ban Chan Tien. With a strategic vision, in 1804 from the "Ly So" in Duong Xa village, King Gia Long established Thanh Hoa citadel and moved to Tho Hac village, named Hac Thanh. After 220 years of construction and development, history has affirmed that Thanh Hoa City is not only the political , economic and cultural center of the province for many centuries but also the birthplace of many heroes, geniuses, writers and generals for the country.

During the struggle for power from 1930 to 1945, Thanh Hoa town was one of the areas where revolutionary organizations were active and vigorous. As soon as it was established, the town Party Committee gathered forces, led the army and people to overcome difficulties and hardships, enthusiastically competed in labor production, actively participated in the resistance war, built the country, and gloriously fulfilled the mission of the great rear for the great front. At the end of the resistance war against France, many outstanding collectives and individuals were awarded the Third Class Soldier Medal, Emulation Soldier Medal, and President Ho Chi Minh Badge.

During the years of building socialism in the North and fighting for national liberation in the South, with the spirit of “All for the beloved South”, the Party Committee, government, army and people of the city both produced and fought, contributing a lot of manpower and resources to the victory of the historic Ho Chi Minh Campaign, liberating the South and unifying the country. In recognition of the great contributions and sacrifices of the Party Committee, people and armed forces of Thanh Hoa town, the Party and State have conferred many noble titles, including the title of Hero of the People's Armed Forces.

The Secretary of the City Party Committee and Chairman of the City People's Council emphasized: After 5 times of administrative boundary expansion, the city's population today has increased to over 650,000 people, ranking 2/19 of type I cities in terms of population size, with a natural area of 228.22 ^km2 , ranking 9/19 of type I cities nationwide. In particular, the event of Dong Son district merging into Thanh Hoa city marks an important milestone, creating great advantages for trade connections and expanding the urban development space of the new city, creating a premise for Thanh Hoa city to develop strongly in the new period.

The more proud they are, the more clearly each cadre, party member and citizen of the city will identify their responsibilities, determined to successfully implement Resolution 05-NQ/TU of the Provincial Party Committee Standing Committee, Resolution of the 22nd City Party Congress, term 2025-2030, strive to rise strongly in the new development stage, build the city by 2030 to become a smart, civilized, modern city, a "livable" city, contributing with the whole province and the whole country to enter the "New Era - the era of national rise".

At the ceremony, authorized by the President, Comrade Nguyen Doan Anh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, awarded the First Class Labor Medal to the Party Committee, government and people of Thanh Hoa City for their outstanding achievements in work, contributing to the cause of national construction and defense.

Authorized by the National Assembly Standing Committee, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, presented Resolution No. 1238/NQ-UBTVQH15 of the National Assembly Standing Committee to Thanh Hoa City.

According to Resolution No. 1238, the entire natural area of 82.87 ^km2 and population of 101,272 people of Dong Son district will be merged into Thanh Hoa city; 4 wards will be established in Thanh Hoa city, namely Rung Thong ward, Dong Thinh ward, Hoang Quang ward, Hoang Dai ward and Tan Son ward will be merged into Phu Son ward. After the arrangement, Thanh Hoa city has 47 commune-level administrative units, including 33 wards and 14 communes.

At the ceremony, comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, presented the Decision recognizing Dong Son district as a model district to the people and officials of Dong Son district.

Speaking at the ceremony, Comrade Do Minh Tuan, Chairman of the Provincial People's Committee emphasized: Thanh Hoa City is the administrative, economic, cultural, political and scientific-technical center of the province; the gateway city connecting the key economic region of the North with the North Central region, the hub of exchanges between the province and the whole country; has an important position in terms of national defense and security; a place where traditional values, national spirit and revolutionary will of the people of Thanh Hoa converge.

220 years ago, in 1804, from the "Ly So" in Duong Xa village, the Nguyen Dynasty established Thanh Hoa citadel and moved to Tho Hac village, named Hac Thanh. From Hac Thanh to today's City, through historical periods, the people of Thanh Hoa City have strived, step by step bringing the City forward with the development of their homeland and country. In particular, with many changes in location and name, in 1994 Thanh Hoa town was upgraded to a city. In the renovation period, after 20 years of construction, Thanh Hoa City was recognized as a type I urban area under the province in 2014.

After 30 years since its establishment, with the attention, leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee; the coordination and facilitation of localities and people of all ethnic groups in the province, with the spirit of "The whole province for the city - the city for the whole province"; through many times of expanding urban space, up to now, Thanh Hoa City has achieved important and comprehensive achievements in all aspects, worthy of being the political, economic, cultural and social center of the province, one of the large and dynamic cities of the region and the whole country.

With its important achievements and contributions, Thanh Hoa City has been recognized by the Party and the State, awarded many noble titles and especially at today's solemn ceremony, the City was honored to receive the First Class Labor Medal. That is the recognition, affirmation of the stature and maturity of Thanh Hoa City - a large urban area in the urban system of Vietnam.

The tasks on the new development path of Thanh Hoa City are enormous. He requested the Party Committees, authorities, organizations and people of the City to continue to make efforts, proactively seize opportunities, overcome challenges, and quickly build and develop Thanh Hoa City into a civilized and modern urban area. In particular, focus on the following key tasks:

Firstly, focus on leading and directing the implementation of planning and management work according to the Thanh Hoa urban master plan approved by competent authorities; review, update, supplement and adjust zoning plans, detailed plans, land use plans in the area, ensuring scientific, long-term vision, unity, synchronization and efficiency. Mobilize and effectively use resources to implement construction and development planning; improve the quality of implementation of urban development planning and construction to ensure synchronization between new construction and renovation and embellishment of old areas and merged areas; strictly implement planning management work, so that Thanh Hoa City is truly a bright - green - clean - beautiful urban area and the center of the Southern Delta and North Central regions.

Second, based on the potential and advantages of economic conditions and highly qualified human resources, Thanh Hoa City needs to accelerate economic growth and shift the economic structure towards modernity and sustainability. Rapidly, synchronously and modernly develop economic and social infrastructure; build a synchronous and modern transport system, conveniently connecting urban areas. Promote digital transformation, mobilize and diversify capital sources to invest in building digital government, developing digital economy and digital society. Continue to promote administrative procedure reform, create favorable conditions for businesses to operate and fulfill their obligations to the State, and ensure budget revenue in the area.

Third, along with economic development, the city needs to pay more attention to cultural and social activities, ensure environmental sanitation, and improve the material and spiritual life of the people. Build a civilized, modern, friendly, and hospitable city culture and people, representing the good image of the land and people of Thanh Hoa. At the same time, continue to maintain political security and social order and safety in the area; proactively grasp and handle situations well, avoid being passive and surprised.

Fourth, focus on leading, directing, and organizing the summary of Resolution No. 18-NQ/TW of the Party Central Committee (12th tenure) "On a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" under the leadership and direction of the Central Government and the Province; associated with completing the work of reorganizing district and commune-level administrative units according to Resolution No. 1238 of the National Assembly Standing Committee, ensuring conditions for Thanh Hoa City and commune-level administrative units after reorganization to quickly stabilize their organizations, operate in a disciplined manner, and promote efficiency; towards successfully organizing Party Congresses at all levels for the 2025-2030 term and electing deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2030 term.

Innovate the leadership methods of Party committees at all levels, and the direction and administration of governments at all levels; promote the spirit of initiative, creativity, and strongly innovate thinking, working style and manners in a scientific, concrete, drastic, practical and effective direction; tighten discipline and administrative discipline; enhance the responsibility and creativity of leaders and cadres, civil servants and public employees in performing public duties.
