Untangling the knot for farmers
With more than 4,000 square meters of apricot trees in Binh Chanh commune, for many years, Mr. Ngo Van Truyen has been confused because he has no place to store equipment. "The machines have to be sent away, there is no place to store materials, it is very inconvenient. Now that there is a new policy, I plan to build a warehouse to store agricultural products, pumps, and fertilizers. Building brick walls, columns and roofing with corrugated iron is enough to ensure production," Mr. Truyen shared.



With more than 4,000 square meters of apricot trees in Binh Chanh commune, for many years Mr. Ngo Van Truyen has always been confused because he has no place to store equipment.
Not only Mr. Truyen, orchid grower Nguyen Van Tho is also excited: "Machines left out in the rain and sun will quickly break down, and harvested orchids that get rained on have no place to package. Hearing that the commune has allowed the construction of auxiliary works on agricultural land, we farmers are very happy. Having a place to store goods will increase productivity and reduce risks."
Clear construction conditions
According to Decision 90, only constructions directly serving agricultural production are allowed to be built, absolutely not used as residences or other civil works.
Basic conditions include: Land must be used for agricultural purposes (except rice fields), have a land use right certificate and still be valid. Minimum land area is from 500m² or more (can combine multiple plots with the same user). Construction works must not exceed 1% of land area and a maximum of 50m². Only one floor can be built, no more than 5m high, semi-permanent structure, no basement, mezzanine. Do not arrange back doors, kitchens, toilets in the construction.
The project is allowed to exist for 3 years. After the deadline, if there is a need to continue, people can submit an application for extension so that the Commune People's Committee can review and support the resolution. The recommended color is reddish brown for easy management.
The procedure is considered simple: just submit an application, a blueprint and a land use right certificate. Processing time is within 10 days.

Mr. Le Minh Hai - Chairman of the Farmers' Association of Binh Chanh Commune said: "The commune has nearly 900 hectares of agricultural land, currently the need to build auxiliary works is about more than 8 hectares. We will survey, listen to people's wishes, and guide them to implement properly and effectively."
Ms. Nguyen Kim Mai - Vice Chairman of Binh Chanh Commune People's Committee emphasized: "This policy not only removes legal obstacles but also creates conditions for farmers to invest in more systematic production. After 3 years, the commune will carefully review to avoid the situation of taking advantage of illegal construction" .

Decision 90 is considered an important step, not only helping farmers to stick with their fields for a long time, but also opening up opportunities for Ho Chi Minh City to develop high-tech, modern and sustainable agriculture.
This policy is receiving the people's approval, promising to create new momentum for the urban agriculture sector of Ho Chi Minh City to transform strongly in the coming time.
