On September 22, the Ho Chi Minh City People's Committee issued an urgent document to departments, branches, sectors, People's Committees of communes and wards, public service units, enterprises under the management of the Ho Chi Minh City People's Committee and assigned mass organizations, requesting strict implementation of regulations on management and approval of cadres, civil servants, public employees and workers going abroad.

According to the direction, heads of agencies and units must take direct responsibility for approval.
Management must comply with legal regulations, especially not reviewing or recommending competent authorities to approve cases of going abroad sponsored by enterprises, or specifically invited by foreign enterprises.
In case of real necessity, when cadres, civil servants, public employees and workers participate in trips related to signed contracts and projects, the unit must clearly and transparently report the funding source before submitting it to competent authorities for consideration and decision.
The Ho Chi Minh City People's Committee requires strict control, detection and strict handling of organizations and individuals violating regulations on approval for going abroad.
Regarding authority, sending cadres, civil servants, public employees and workers abroad for personal reasons is carried out in accordance with Decision No. 14/2022/QD-UBND (amended and supplemented in Decision No. 74/2024/QD-UBND) and instructions of the City Party Committee's Organization Committee.
Notably, in cases where civil servants, public employees, and employees of administrative agencies and public service units at the commune level go abroad for personal reasons (without a specific invitation letter, for less than 3 months), the Chairman of the People's Committee at the commune level has the authority to decide.
The HCMC People's Committee also emphasized that foreign delegations should only be organized when absolutely necessary, with a detailed plan stating clearly the purpose, content, and expected results. The work program, budget, and funding sources must be transparent and in accordance with regulations.
Absolutely do not approve delegations with unknown purposes or using funds sponsored by businesses or private organizations.
Agencies and units must report on the management and approval of overseas travel every quarter to the Department of Home Affairs before the 25th of the last month of the quarter. The Department of Home Affairs will then compile and report to the Ho Chi Minh City People's Committee before the 30th of the last month of the quarter.
