In his opening remarks, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the new Ho Chi Minh City - formed on the basis of the arrangement of 3 localities - will officially come into operation from July 1, with an area of over 6,772km², a population of over 14 million people, and a 2-level local government consisting of 168 communes, wards, and administrative special zones. The city is urgently completing its apparatus, facilities, and necessary conditions before the deadline of June 30.
To ensure progress and requirements for the consolidation and arrangement of provincial-level administrative units and the construction of a two-level local government model to take place smoothly, the Chairman of the Ho Chi Minh City People's Committee requested the leaders of the People's Committees of the three localities, departments, branches and sectors to discuss and agree on some general orientations on the arrangement of administrative units (focusing on the arrangement of government blocks) of the three localities.
Specifically, the overall plan to arrange specialized agencies, administrative units, public service units of provinces and cities when arranging Ho Chi Minh City, Binh Duong province, Ba Ria - Vung Tau province; Summary of the plan to arrange associations assigned by the Party and State when merging 3 provinces and cities. Along with that is the plan to support career conversion training, job introduction, purchase, and lease-purchase of social housing for cadres, civil servants, public employees, and non-professional workers after arranging the organization of the political system.

The Chairman of the Ho Chi Minh City People's Committee requested delegates to study and contribute ideas to urgently complete the projects and submit them to the Standing Committee of the Ho Chi Minh City Party Committee for comments and conclusions. After that, the Ho Chi Minh City People's Committee submitted them to the Ho Chi Minh City People's Council for approval in order to promptly implement them from July 1. At the same time, it is important to focus on transferring the 2025 operating budget to communes and wards; considering and appointing the Executive Committee, Standing Committee, leaders of the People's Council, People's Committee, leaders of agencies and units under the city and commune levels.

In addition, finalize solutions for arranging and reorganizing cadres, civil servants, public employees, and workers; hand over organizational structure, assets, machinery, equipment, documents, etc.; transfer to new administrative units after reorganization to ensure efficiency, avoid waste, make maximum use of available facilities, materials, and headquarters in the area in the direction of prioritizing the conversion of functions to medical,educational , and cultural purposes, etc.
Emphasizing the significance of the two-level local government model, the Chairman of the Ho Chi Minh City People's Committee suggested that discussions should carefully analyze to choose the model of the Public Administration Service Center under the Ho Chi Minh City People's Committee or under the Office of the Ho Chi Minh City People's Committee with the Public Administration Service Center at the commune level. This is to ensure the implementation of unified, continuous, smooth administrative procedures, serving the people and businesses best. Along with that are the contents on decentralization, delegation of power, and determination of authority to organize the local government apparatus to operate state management effectively and efficiently.

“Draft projects, plans, and tasks from now until July 1 need to be discussed, concluded, and implemented synchronously and closely. After July 1, the entire political system of Ho Chi Minh City will come into operation, operate smoothly, continue to carry out the task of socio-economic development, care for the material and spiritual life of the people, contribute to building Ho Chi Minh City to develop prosperously, civilized, modern, happy and affectionate, contribute to bringing the country firmly into a new era - the era of the Vietnamese people's rise", comrade Nguyen Van Duoc clearly stated.
