Attending the conference were: Nguyen Van Duoc, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Ho Chi Minh City; Nguyen Van Tho, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ba Ria - Vung Tau province; and Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Duong province.

In his opening remarks, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc stated that the new Ho Chi Minh City – formed by the reorganization of three localities – will officially begin operations on July 1st, with an area of over 6,772 km², a population of over 14 million people, and a two-tiered local government comprising 168 communes, wards, and special administrative zones. The city is urgently completing its organizational structure, infrastructure, and necessary conditions before the June 30th deadline.
To ensure the smooth progress of the consolidation and reorganization of provincial-level administrative units and the establishment of a two-tiered local government model, the Chairman of the People's Committee of Ho Chi Minh City requested the leaders of the People's Committees of the three localities, and relevant departments and agencies to discuss and agree on some general guidelines for the reorganization of administrative units (focusing on the reorganization of the government sector) in the three localities.
Specifically, the overall plan for reorganizing specialized agencies, administrative units, and public service units in provinces and cities when Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province are restructured; a summary of the plan for reorganizing associations assigned tasks by the Party and State when the three provinces and cities merge is also included. Along with this is a plan to support vocational training, job placement, and the purchase or lease-purchase of social housing for officials, civil servants, and non-professional workers after the reorganization of the political system's organizational structure.

The Chairman of the Ho Chi Minh City People's Committee requested delegates to study and provide feedback to expedite the completion of the projects, so that they can be promptly submitted to the Standing Committee of the Ho Chi Minh City Party Committee for comments and conclusions. Afterward, the Ho Chi Minh City People's Committee will submit them to the Ho Chi Minh City People's Council for approval, in order to implement them promptly from July 1st. He also emphasized the need to focus on transferring the 2025 operating budget to communes and wards; and the consideration of appointing the Executive Committee, Standing Committee, leaders of the People's Council and People's Committee, and leaders of agencies and units under the city and at the commune level.

In addition, finalize solutions for the arrangement and placement of officials, civil servants, employees, and workers; transfer organizational structures, assets, machinery, equipment, documents, etc., to the new administrative unit after reorganization, ensuring efficiency, avoiding waste, and maximizing the use of existing facilities and offices in the area, prioritizing the conversion of their functions to healthcare, education , and cultural purposes.
Emphasizing the significance of the two-tiered local government model, the Chairman of the Ho Chi Minh City People's Committee suggested that discussions should carefully analyze and choose between a Public Administrative Service Center directly under the Ho Chi Minh City People's Committee or one directly under the Ho Chi Minh City People's Committee Office, in conjunction with the commune-level Public Administrative Service Centers. This aims to ensure unified, continuous, and smooth administrative procedures, providing the best possible service to citizens and businesses. Along with this, discussions should also address decentralization, delegation of power, and the delineation of authority within the local government apparatus to ensure effective and efficient state management.

“The draft plans, projects, and tasks from now until July 1st need to be discussed, conclusions reached, and implemented synchronously and closely. After July 1st, the entire political system of Ho Chi Minh City will be operational and functioning smoothly, continuing to carry out the task of socio-economic development, caring for the material and spiritual lives of the people, contributing to building Ho Chi Minh City into a prosperous, civilized, modern, happy, and compassionate city, and contributing to leading the country to a new era – the era of the Vietnamese nation's rise,” Comrade Nguyen Van Duoc clearly stated.
