Ho Chi Minh City proposes to count rooftop floors in green park index

Ho Chi Minh City proposes to allow the use of the building's rooftop area to be included in the public green park index, with a ratio of 2m² of construction floor equivalent to 1m² of green space.

On the afternoon of August 28, at the 3rd session of the 10th term of the Ho Chi Minh City People's Council, term 2021-2026, the Vice Chairman of the Ho Chi Minh City People's Committee presented a report on the establishment, appraisal, approval and adjustment of the TOD area planning (urban development oriented towards public transport).

According to the Ho Chi Minh City People's Committee, Decree 49/2021/ND-CP of the Government currently allows social housing projects to increase the land use coefficient up to 1.5 times compared to the standard, if ensuring infrastructure and planning requirements. Therefore, the city proposed to apply a similar mechanism to the TOD area, allowing the land use coefficient to increase no more than 1.5 times compared to the regulations in the National Technical Regulations on Urban and Rural Planning.

Notably, Ho Chi Minh City proposed to add regulations allowing the use of construction roofs to be counted towards public park targets, according to the conversion ratio of 2m² of roof floor corresponding to 1m² of park land, with the condition of ensuring convenient access and usability for the community.

In addition, the city also proposed reducing social infrastructure targets in the TOD area to a maximum of 50% compared to current construction standards.
