Minister of Education and Training Nguyen Kim Son gave a speech on the topic: "The Party Committee of the Ministry of Education and Training leads the successful implementation of Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development". Notably, regarding the arrangement and reorganization of education and training institutions, the Minister said that the Party Committee of the Ministry of Education and Training is focusing on leading and directing the development of the following projects: Arrangement and reorganization of higher education institutions; Project on arrangement and reorganization of vocational education institutions; Project on arrangement and reorganization of public service units under the Ministry of Education and Training for the period 2026-2030.

Accordingly, it will review, arrange, and restructure higher education and vocational education institutions; merge and dissolve substandard training institutions; eliminate intermediate levels, ensure streamlined, unified, and effective administration; strongly decentralize the management of vocational education institutions, some local higher education institutions, reduce the number of management agencies for educational institutions, and ensure the principle of linking professional management responsibilities with human resource and financial management.
The Ministry of Education and Training also continues to synchronously deploy solutions to improve the quality of human resource training, especially high-quality human resources associated with scientific research and innovation.
Minister of Science and Technology Nguyen Manh Hung presented a speech on the Party's leadership role in promoting science and technology development, innovation and digital transformation for a strong and prosperous Vietnam. According to Minister Nguyen Manh Hung, agriculture has helped Vietnam escape poverty, industry has helped Vietnam become a middle-income country, to become a high-income developed country, Vietnam must rely on science and technology. "No country has overcome the middle-income trap without shifting to growth based on science and technology," the Minister emphasized.

According to the Minister, in terms of institutions for science and technology, innovation and digital transformation, Vietnam has been open, creative and modern like the international community, with a number of breakthrough and outstanding mechanisms and policies. Over the past 5 years of the term, we have achieved a number of great achievements in science and technology, innovation and digital transformation, with significant changes in international rankings, laying the foundations in institutions and infrastructure, with important initial results that will be transformed into economic growth in the next 5 years.
The State will spend 3-4% of the budget, equivalent to 3-4 billion USD per year, activating total social spending of 10-15 billion USD, so that science and technology, innovation and digital transformation contribute at least 5% of the country's GDP growth, of which science and technology is 1%, innovation is 2-3% and digital transformation is 1-2%. The Ministry of Science and Technology will be responsible for calculating the efficiency of science and technology spending and using this efficiency as a criterion to allocate the science and technology budget to ministries, localities, science and technology organizations and enterprises. Science and technology will focus on mastering 11 strategic technology groups, thereby forming strategic industries of Vietnam.
The Minister affirmed that the next 5 years must be 5 years to transform institutions, mechanisms, policies, and potentials into economic growth of over 10%, into strategic autonomy. The "trio": science and technology, innovation, and digital transformation, are the central driving force of development, the main driving force of growth, and the key driving force to improve productivity, quality, and competitiveness of the economy.
Regarding the content of fiscal policy, Minister of Finance Nguyen Van Thang said that in the past term, the state budget mobilization rate for 5 years reached about 18.3% of GDP, the highest level ever, while implementing tax and fee reduction and extension was about 1.1 million billion VND to accompany and support people and businesses during the global pandemic and economic recovery. The investment expenditure ratio has increased from 28% to 32% of total state budget expenditure and increased revenue, saving about 1.5 million billion VND to increase investment in developing infrastructure systems and highways, national defense, security, building schools, hospitals, eliminating temporary houses and dilapidated houses. The Government has spent about 17% of the total annual state budget expenditure on social security.

Minister Nguyen Van Thang said that to date, the whole country has over 1 million enterprises operating in the economy, an increase of over 46% compared to 2020. Total social investment capital has reached about 32.2% of GDP, of which investment from the private sector and state-owned enterprises accounts for over 65%. Our country is in the group of 15 developed countries, attracting the largest FDI in the world. FDI capital contributes about 16% of total social investment capital.
Regarding the tasks in the next term, the Government strives to have Vietnam's business innovation environment among the top 3 ASEAN countries and the top 30 countries in the world by 2028. The Government will submit to the Politburo to issue and effectively implement resolutions on the state economy, foreign-invested economy and continue to effectively implement Resolution No. 68 of the Politburo on the private economy; strive to have 2 million enterprises operating in the economy by 2030, 50 state-owned enterprises in the group of 500 enterprises with the largest revenue in ASEAN and 1 to 3 enterprises in the group of 500 in the world...
