On the morning of July 24, presenting reports and proposals of the Ho Chi Minh City People's Committee at the 2nd session of the 10th term Ho Chi Minh City People's Council, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung said that in the first 6 months of the year, the city has proactively grasped and strictly implemented resolutions and instructions on socio -economic development. Thereby, creating clear changes and achieving some positive results, contributing to promoting a number of industries and fields to continue growing.

Accordingly, the city's GRDP in the first 6 months of the year is estimated to increase by 7.49% (excluding crude oil), budget revenue reached 54.5% of the estimate (up 8.2% over the same period). Disbursement of public investment capital reached 46,686 billion VND (30.9% of the plan). Total retail sales reached more than 919,755 billion VND; industrial production index increased by 1.3%; exports reached 46.7 billion USD, imports reached 47.9 billion USD. FDI capital reached 4.725 billion USD, up 32.2% over the same period.
Cultural activities and festivals are organized thoughtfully and economically; social security, healthcare, and education are given attention; digital economy and digital society are strengthened; foreign affairs are effective, and security and order are maintained.
Despite many positive results, the City People's Committee also acknowledged that some growth indicators are still low, the progress of disbursement of science and technology capital is still slow, newly established enterprises have decreased capital; high-tech crimes continue to be complicated. The arrangement of organizational structure and streamlining of staff are still difficult; the workload is large at the same time. High-tech fraud crimes are still complicated with many sophisticated forms.
In the coming time, the Ho Chi Minh City People's Committee will resolutely and synchronously implement the directions of the Central Government and the city, especially the action program to implement the "four pillars" (science - technology, international integration, law, private economy) and the 100-day emulation period to welcome the Party Congresses at all levels. At the same time, complete the arrangement of the organizational apparatus, decentralize and delegate authority reasonably, perfect the organization to ensure effectiveness and efficiency; promote the handling of real estate, and exploit public assets after streamlining.
The city prioritizes strongly promoting economic growth; proactively, flexibly, promptly and effectively responding to emerging issues with policies, firmly pursuing the GRDP growth target in 2025. In particular, accelerating site clearance for 46 projects. Focusing on restructuring industries, fields and within industries in conjunction with renewing the growth model towards enhancing the application of science and technology, promoting innovation, improving productivity, quality, efficiency and competitiveness.
The city continues to implement the program of developing supporting industries, supporting key and potential industrial product groups in the period of 2021-2025; promoting processing and manufacturing industries associated with smart technology and digital transformation. At the same time, completing the project of converting 5 export processing zones and industrial parks (Tan Thuan, Hiep Phuoc, Tan Binh, Cat Lai, Binh Chieu) towards high technology, innovation, green, and circular; developing a 220ha concentrated information technology park consisting of 4 sub-zones.
At the same time, restructuring service industries on the basis of modern technology, prioritizing the development of knowledge-based, high-tech service products with competitive advantages; promoting service exports. The tourism industry is restructured towards modernity and sustainability; expanding logistics infrastructure at Cai Mep - Thi Vai, Phu My; promoting the formation of free trade zones associated with seaports and completing the renovation of Thuy Van - Bai Sau route before September 2, 2025.
The city promotes planning and investment in synchronous infrastructure construction; prioritizes key and important traffic infrastructure projects, inter-regional projects and large urban infrastructure, digital transformation infrastructure. Focus on developing high-quality human resources, human resources serving scientific research activities, technology development and application, innovation, creative startups, etc.
