The National Assembly Standing Committee has just passed Resolution No. 1685 on the arrangement of commune-level administrative units (AUUs) of Ho Chi Minh City in 2025, officially finalizing the names of communes, wards and special zones in this city.
Ho Chi Minh City has 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone. Of these, 112 wards, 50 communes, 1 special zone were formed after the rearrangement and 5 commune-level administrative units were not rearranged, including Thoi Hoa ward and Long Son, Hoa Hiep, Binh Chau, Thanh An communes.

According to this resolution, Ho Chi Minh City has a new ward named Saigon, based on the arrangement of the entire natural area and population size of Ben Nghe ward and part of the natural area and population size of Da Kao ward and Nguyen Thai Binh ward.
Meanwhile, the entire natural area and population size of Con Dao district are arranged into Con Dao special zone.
Previously, from June 12, 102 wards and communes in Ho Chi Minh City simultaneously tested the two-level local government model. The trial period is expected to last until June 30.
The pilot operation of the two-tier government model in Ho Chi Minh City is expected to include two phases. Phase 1 (from June 12) will operate services related to public administrative procedures serving the people. Phase 2 (after June 15) will operate services and work groups related to Ho Chi Minh City departments, branches, and localities, and the people.
From June 26-30, Ho Chi Minh City will hold a meeting to review experiences and implement synchronously.
On June 16, the National Assembly Standing Committee passed resolutions on the arrangement of commune-level administrative units (AUUs) of 34 provinces and cities after the merger.
The 9th session of the National Assembly on the morning of June 16 passed the Law on Organization of Local Government (amended).
Accordingly, from July 1, the two-level local government will operate at the provincial and communal levels, and no longer at the district level. This means that 696 administrative units (ADUs) will no longer exist, including 85 provincial cities, 2 centrally-run cities, 52 towns, 49 districts, and 508 counties.
Among the 87 cities that no longer have names from July 1, there are 2 cities under the Central Government: Thu Duc (HCMC) and Thuy Nguyen (Hai Phong City).
