Colonel Hoang Trong Vy, Deputy Director of Tuyen Quang Provincial Police, presided over the meeting at the Provincial Police bridge. Also attending were leaders of provincial departments, agencies, units and Quyet Tien Prison, under the Department of Police for Management of Prisons, Compulsory Education Facilities, and Reformatory Schools ( Ministry of Public Security ).
Speaking at the opening of the conference, Deputy Minister of Public Security Le Van Tuyen informed: On the occasion of April 30, 2025,the President signed a decision to grant amnesty to 8,056 people, including 8,055 prisoners serving prison sentences and 1 person whose sentence was temporarily suspended. The review process was carried out seriously, democratically, publicly, transparently, and in accordance with the law. Up to now, the percentage of people who have been granted amnesty who have re-offended is very low and the majority of them are integrating well into the community.
At the conference, the Ministry of Public Security announced Decision No. 1244/QD-CTN dated July 3, 2025 of the President on special amnesty (phase 2) on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

Decision on special amnesty and early release for those sentenced to fixed-term imprisonment or life imprisonment whose sentences have been reduced. The time of serving the sentence for consideration of special amnesty is calculated until August 31, 2025. At the same time, implementing Instruction No. 94/HD-HĐTVĐX dated July 4, 2025 of the Special Amnesty Advisory Council on guiding the implementation of the President's special amnesty decision.

Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh affirmed: Amnesty is a policy that demonstrates the humanity and leniency of the Party and State, encouraging criminals to reform and progress, become useful people and contribute to maintaining order, discipline and law, and strengthening people's trust.
He requested units and localities to implement the amnesty work (phase 2) seriously, objectively, transparently, and in accordance with regulations. Ministries, branches, units, and localities need to proactively develop plans and projects, and implement tasks on schedule and in accordance with legal regulations.
Thereby, continuing to affirm the lenient policy of the Party, State and the humanitarian tradition of the Vietnamese people towards criminals, encouraging them to repent and train to become useful people for society.
