Entering this summer, due to the impact of the El Nino phenomenon, the Northern and North Central provinces have experienced record heat waves for many days. In order to ensure energy security for socio -economic development and national defense and security, Thanh Hoa Electricity Company (PC Thanh Hoa) together with all levels, sectors, agencies, businesses and people in Thanh Hoa province have been implementing many electricity saving solutions.

Difficulties in operating the power system
Since the beginning of the year, unfavorable hydrological developments and the impact of the El Nino phenomenon have seriously affected the operations of hydropower plants. By the end of May 2023, the remaining converted electricity output in the hydropower reservoirs of the entire system was 2.35 billion kWh, 1.736 billion kWh lower than the annual plan, of which the North alone was 1.23 billion kWh lower. Eight out of 12 hydropower reservoirs in the North had water levels equal to or near the dead water level.
In the context of severe water shortages in hydroelectric reservoirs, the prolonged and severe hot weather over a large area has increased the demand for electricity. Although it is not yet a peak and prolonged heat wave, the electricity consumption of the entire national power system recorded on May 19, 2023 has increased to a very high level of more than 924 million kWh/day - the highest since the beginning of the year and an increase of 10.5% over the same period in May 2022; the maximum consumption capacity has reached 44,600 MW, the highest since the beginning of the year and an increase of 8.5% over the same period in May 2022. In June 2023, the North is forecast to continue to face prolonged heat for nearly 2 consecutive weeks, and the load in the North and the national power system is expected to continue to increase even higher in the coming days.

According to forecasts, the maximum capacity in the summer of 2023 in Thanh Hoa province will increase by 10-15%, while the additional power source in the North is very limited, causing considerable pressure on the operation of the power grid. For example, during the days from May 4 to 7, the temperature at times reached 40 degrees Celsius, causing the total electricity consumption of the whole province to reach 84,140,064 kWh, 11.7% higher than the same period. With the spirit of making the highest effort to ensure electricity supply to customers in the context of many difficulties, PC Thanh Hoa has been maintaining 100% increase in human resources, equipment and on duty 24/24h.

Mr. Le Thanh Binh, Deputy Director of Thanh Hoa PC said: “In that situation, the Company has been making efforts to synchronously deploy many solutions for summer power supply in 2023 and improve the efficiency of power saving in the whole province. Right from the beginning of the year, Thanh Hoa PC has developed a plan to ensure the reliability of power supply to serve the production needs of businesses and the daily life of people in the province during the hot season. Accordingly, the Party Committee and the Board of Directors of Thanh Hoa PC have directed the establishment of a Steering Committee for power saving and ensuring power supply in 2023. At the same time, information about the current difficulties in ensuring power supply is shared with the leaders of Thanh Hoa province and districts, towns and cities to accompany, share, cooperate and help in directing the implementation of load balancing, power saving and implementing power supply plans in extreme and urgent situations".

Along with organizing drills on incident handling plans, arranging human resources, materials and means to operate the power grid reasonably under normal and flexible conditions, promptly overcoming possible incidents as soon as possible, Thanh Hoa PC proactively adjusts non-commercial voluntary electricity loads according to plan and supplements to achieve capacity and output targets; promotes the work of transmitting, mobilizing and guiding agencies, units, production and business customers and people in the province to share difficulties in practicing electricity saving.

Implementing Official Dispatch No. 397/CD-TTg dated May 13, 2023 of the Prime Minister on proactively implementing urgent measures to respond to the risk of heat, drought, water shortage, and saltwater intrusion, the Chairman of the Provincial People's Committee has issued an official dispatch requesting sectors, levels, units, and enterprises to focus on saving electricity in the dry season and in 2023.

Accordingly, the Chairman of the Provincial People's Committee requested Directors of departments, Heads of provincial agencies, departments and branches; Chairmen of People's Committees of districts, towns and cities, Directors of relevant enterprises and organizations to continue to perform well the tasks assigned by the Chairman of the Provincial People's Committee in Official Dispatch No. 2310/UBND-CN, dated February 27, 2023 on the implementation of the load regulation and electricity saving program in 2023. At the same time, strictly implement Directive No. 20/CT-TTg dated May 7, 2020 of the Prime Minister on enhancing electricity saving in the period 2020-2025 and Plan No. 224/KH-UBND, dated October 15, 2020 of the Provincial People's Committee on implementing Directive No. 20/CT-TTg of the Prime Minister on enhancing electricity saving in the period 2020-2025.

The document also stated that state agencies and public service units must save at least 10% of monthly electricity consumption compared to the same period last year. Schools, hospitals, clinics, health stations, and nursing homes must save at least 5% of monthly electricity consumption compared to the same period last year. Public lighting units must apply measures to save at least 50% of monthly electricity consumption compared to the same period last year. Restaurants, hotels, commercial service establishments, office complexes, and apartment buildings must reduce at least 50% of outdoor advertising lighting capacity at night; comply with regulations on economical and efficient lighting, and be ready to cut or reduce electricity consumption upon notification from the local power unit in case of power shortage. Industrial production customers, especially those with high electricity consumption, implement voluntary electricity load adjustment programs according to Circular No. 23/2017/TT-BCT, dated November 16, 2017 of the Ministry of Industry and Trade, when requested or notified by the electricity unit; strengthen communication work for households using electricity for daily life so that households proactively reduce consumption demand, do not set air conditioner temperature below 26°C.

Implementing the direction of the Provincial People's Committee Chairman on focusing on implementing electricity saving in the dry season and 2023, Thanh Hoa City has issued an official dispatch directing wards and communes of Thanh Hoa Urban Environment and Construction Joint Stock Company to develop and implement plans to save electricity consumption for public lighting systems in the city.

For single-phase power lines, cut 50% from the beginning of the power on, maintain 50% until the cutoff time and only prioritize lighting locations at three-way and four-way intersections, key locations for traffic safety, security and order. For parks and campuses without high-pressure lamps, cut 1/3 of the capacity from the time of power on and cut 100% of bridge lights and decorative lights until 10pm. On the other hand, the company has issued internal electricity usage regulations, which require that air conditioners be turned on at 12:00 and turned off at 15:00; all officers and employees turn off all electrical equipment when leaving their work location, limiting the number of lights used in the evening. In addition, the company's electromechanical department periodically cleans and maintains electrical equipment every 2 weeks.
