Find the red seeds
In recent years, Hanoi has focused on developing mass sports movements in districts, towns and cities in the area. The campaign "All people exercise following the example of great Uncle Ho" has been implemented for many years, the program "Olympic Running Day for the health of all people" has also been launched for the past 10 years, attracting millions of people to participate in regular exercise. This activity not only helps improve physical fitness, creates a comfortable spirit so that people of all walks of life can have good health and study and work more effectively. Not only that, this is also a source to select "red seeds" for the development of professional sports, high-performance sports, supplementing national and international competition teams in recent times; especially in swimming, karate, taekwondo, aquatic sports, gymnastics, athletics, etc.
In 2025, Hanoi strives to select and train about 1,200 athletes, of whom about 150 athletes have achieved international achievements; select, train and foster over 200 coaches, of whom over 20 are senior coaches; have over 30% of the coaching staff, athletes and competition achievements for the Vietnamese Sports Delegation participating in the 33rd SEA Games in Thailand and over 30% of the athletes and competition achievements in the national team participating in the 20th ASIAD in Japan in 2026.
Furthermore, by 2030, Hanoi strives to select, train and coach about 1,300 athletes, of whom about 250 athletes have achieved international achievements; select, train and foster over 200 talented coaches, including over 20 senior coaches; have over 30% of the coaching force, athletes and competition achievements for the Vietnamese Sports Delegation to participate in the 34th SEA Games in Malaysia in 2027 and the 35th SEA Games in Singapore in 2029.
Opening up opportunities for sustainable development
To realize this goal, aiming to develop athletes in Hanoi's strong sports, and at the same time achieve many high achievements at national sports festivals, in addition to screening, selection, and training, paying more attention to the lives of athletes and coaches are factors that the Capital Law 2024 pays special attention to. Because in the past, developing high-performance sports in the country in general and Hanoi in particular has faced many difficulties in terms of funding; mechanisms for training and international competitions; specialized nutrition; training equipment, etc.
Removing barriers, the 2024 Capital Law allows the City People's Council to prescribe content and support levels higher than current regulations or not yet included in regulations of higher-level state agencies, depending on the city's budget balance capacity for athletes and coaches participating in training in high-performance sports, training high-performance sports teams of the city and the country; training and fostering athletes to become national and international coaches and referees.
At the same time, the Law allows the application of higher investment incentives than current regulations on exemption and reduction of land rent, water surface rent, tax rates and exemption and reduction of corporate income tax for investors when there are new investment projects in the sports sector. It is also noteworthy that athletes and coaches who have accidents or health problems due to training, coaching and competition are also allowed to learn a trade to change their profession when they no longer meet the requirements for competition and training.
In addition, the Law also allows the application of a mechanism for signing concession contracts for the exploitation and management of cultural and sports infrastructure works and items that are public assets for a certain period of time. This measure is expected to help mobilize social resources to participate and cooperate with the State in exploiting, operating and maintaining cultural and sports works effectively and properly. From there, more and more sports activities can be organized to better meet social needs. On the contrary, this is the right solution to help the State and investors gain higher economic benefits from cooperation.
Deputy Director of the Hanoi Sports Training and Competition Center (Hanoi Department of Culture and Sports) Lai Phuc Loc affirmed that the existing mechanisms and the implementation of the Capital Law 2024 into practice will certainly be the basis to help athletes from mass to professional tournaments to have more strong motivation to practice, compete and stick with and contribute to Hanoi sports, as well as select qualified talents to return to the capital to contribute in the coming time.
This is also the basis for coaches and high-performance athletes to feel secure and focus on training and competition to bring achievements to the capital in particular and Vietnam in general, aiming for higher goals and sustainable development of the capital's sports.
