Speaking at the Conference, Comrade Pham Van Thep, Member of the Standing Committee of the City Party Committee, Director of the Department of Science and Technology, said: The "Digital Education for All" movement initiated by General Secretary To Lam was born in the special context of the digital age, with the goal of creating a mass movement to study, practice digital skills, and popularize digital transformation knowledge to all classes of people. Implementing the direction of the Central Government, the Hai Phong City Party Committee issued Plan No. 478-KH/TU with 06 key groups of solutions, emphasizing the popularization of digital transformation knowledge and skills, building and participating in the operation of the national mass online learning platform (MOOCs) "Digital Education for All", organizing activities to spread digital skills to the community and promoting a culture of lifelong learning in the digital environment.

Within the framework of the program, the Director of the Department of Science and Technology announced the opening of the "National Digital Learning Festival" and officially launched the contest "Hai Phong Digital Citizen - Smart Use, Safe Living in 2025". The contest was deployed on an online training platform for all people in the city from October 11, 2025 to November 11, 2025. This is not only an intellectual playground where city citizens demonstrate their knowledge, skills and ability to apply digital technology in life, but also an open forum for everyone to learn together, exchange experiences, raise awareness about using digital tools in a smart, effective and safe way, contributing to building a digital society and dynamic and creative Hai Phong digital citizens.
