Deploying "National Digital Learning Festival" and launching the Contest "Hai Phong Digital Citizen - Smart use, safe living"

Implementing Plan No. 478-KH/TU dated June 1, 2025 of the Hai Phong City Party Committee on deploying the "Digital Education for All" Movement; on the afternoon of October 11, the Department of Science and Technology (KH&CN) of Hai Phong City organized a Conference to deploy the "Digital Education Festival for All" and launched the Contest "Hai Phong Digital Citizens - Smart use, safe living" in response to the National Digital Transformation Day (October 10).

Attending the Conference were comrades: Nguyen Quang Phuc, Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Committee of the City Party Committee, Head of the Working Group to deploy the Digital Popularization Movement in the city; Hoang Minh Cuong - Member of the City Party Committee, Vice Chairman of the City People's Committee; Pham Van Thep, Member of the Standing Committee of the City Party Committee, Director of the Department of Science and Technology; representatives of the City Party Committee Office, the City Vietnam Fatherland Front Committee, the Department of Education and Training. The Conference was deployed in a combination of in-person and online formats to 114 communes, wards, and special zones.

Speaking at the Conference, Comrade Pham Van Thep, Member of the Standing Committee of the City Party Committee, Director of the Department of Science and Technology, said: The "Digital Education for All" movement initiated by General Secretary To Lam was born in the special context of the digital age, with the goal of creating a mass movement to study, practice digital skills, and popularize digital transformation knowledge to all classes of people. Implementing the direction of the Central Government, the Hai Phong City Party Committee issued Plan No. 478-KH/TU with 06 key groups of solutions, emphasizing the popularization of digital transformation knowledge and skills, building and participating in the operation of the national mass online learning platform (MOOCs) "Digital Education for All", organizing activities to spread digital skills to the community and promoting a culture of lifelong learning in the digital environment.

Within the framework of the program, the Director of the Department of Science and Technology announced the opening of the "National Digital Learning Festival" and officially launched the contest "Hai Phong Digital Citizen - Smart Use, Safe Living in 2025". The contest was deployed on an online training platform for all people in the city from October 11, 2025 to November 11, 2025. This is not only an intellectual playground where city citizens demonstrate their knowledge, skills and ability to apply digital technology in life, but also an open forum for everyone to learn together, exchange experiences, raise awareness about using digital tools in a smart, effective and safe way, contributing to building a digital society and dynamic and creative Hai Phong digital citizens.

To achieve the above goal, the Director of the Department of Science and Technology requested departments, branches and localities to proactively develop plans to implement movements and competitions suitable to reality; mass organizations, community digital technology groups and press agencies regularly communicate and spread the spirit of "Digital literacy" to every neighborhood, hamlet and household. Every Hai Phong resident actively studies and practices digital skills, joining hands to build "Digital citizens - Digital families - Digital communities - Digital cities".

"National Digital Learning Festival" and the Contest "Hai Phong Digital Citizen - Smart use, safe living" are not only practical activities responding to the movement "Digital literacy for all", but also specific steps in the roadmap to build digital citizens, digital society and smart cities, contributing to the goal of sustainable development in the digital age./.
