Implementing the Prime Minister 's Official Dispatch No. 143 CD-TTg dated August 23, 2025 on focusing on emergency response to storm No. 5 in 2025, on August 24, the Department of Rescue and Relief (General Staff of the Vietnam People's Army) issued Document No. 2887/CHCN-DH on deploying the Government's Forward Command Center to serve online command and control of response to storm No. 5.

The Department of Rescue and Relief (Office of the National Civil Defense Steering Committee) requested the Department of Administration, the Department of Administrative Procedure Control ( Office of the Government ), the Central Post Office (Ministry of Science and Technology) to coordinate with the Department of Rescue and Relief, the Military Industry and Telecommunications Group (Viettel) and relevant agencies and units to deploy the connection of the online television system from a meeting room for the Government's direction and operation to the Government's Forward Command Center to serve the online direction and operation of responding to storm No. 5, located at the Military Region 4 Command (Vinh city, Nghe An province), ready to move to the Military Command areas of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue city.
Military Region 4 prepares a meeting room as the Government's (and the Ministry of National Defense's) Forward Command Center to serve the direct command and operation of the response to storm No. 5 at the Ministry. At the same time, direct the Military Region's General Staff, the Military Commands of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue city to coordinate with Viettel Group, the Information and Communications Corps, the Central Post Office to ensure the arrangement of online meeting rooms, television or LED screen equipment, microphones, sound systems to connect video conferences to the Government Office, the Department of Rescue and Rescue and related points according to the scenarios of movement and landing of storm No. 5. In addition, organize and assign officers to participate in ensuring the composition and quantity to serve the Forward Command Center.
The Department of Operations (General Staff) and the Communications Corps coordinated with the Department of Rescue and Relief, Viettel Group, the Central Post Office, and relevant agencies and units to direct the assurance of military communications infrastructure and support civil communications to serve the establishment and operation of the Government's Forward Command Center (and the Ministry of National Defense) to direct and operate online response to storm No. 5 at the Military Region 4 Command, the Military Commands of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue city.
Along with that, the Military Industry - Telecommunications Group (Viettel) coordinated with the Department of Rescue - Relief, the Information and Communications Corps, the Central Post Office, and relevant agencies and units to ensure internet connection (with backup); Flycam system for recording and broadcasting in the field, equipment (server with multi-point control software installed, codec or computer with online conference software installed, camera, omnidirectional microphone, TV, accompanying auxiliary equipment, transmission lines, mobile communication vehicles, iPad, laptop, etc.) to serve the establishment of the Government and Ministry of National Defense's Forward Command Center at the bridge points of Military Region 4 Command, the National Search and Rescue Operation Center (Office of the National Civil Defense Steering Committee) and the bridge points of the Military Commands of the provinces: Thanh Hoa, Ha Tinh, Quang Tri, Hue city, ready to implement online operation scenarios of the Government and the Prime Minister in storm response work.
At 8:00 a.m. on August 24, storm No. 5 had increased to level 12, gusting to level 15, about 620 km from Nghe An and Ha Tinh, moving at a speed of 20 km/h. According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the next 12 to 24 hours, the storm is still likely to increase in intensity, possibly reaching level 13-14, gusting to 15-16.
Around the night of August 24 and early morning of August 25, the storm will directly affect the mainland areas of the provinces from Thanh Hoa to Quang Tri; by noon and early afternoon of August 25, the storm will make landfall in the provinces from Nghe An to Quang Tri, causing strong winds near the storm center at level 10-12, gusting to level 14-15. Heavy rain of 200-400mm, in some places over 700mm.
