Accordingly, on October 4, 2025, the People's Committee of Nghe An province issued a document ordering the Ban Ve Hydropower Company to operate flood control measures for the downstream area.
In anticipation of Typhoon Matmo, at the request of the Head of the Irrigation Department, the Member of the Civil Defense Command of Nghe An Province, and the Head of the Civil Defense Command of Nghe An Province, ordered: The Director of Ban Ve Hydropower Company to operate the Ban Ve hydropower reservoir and release water downstream at a flow rate greater than the inflow of floodwaters to gradually lower the reservoir water level, but not lower than the maximum value specified in Table 2 (as stipulated in point a, clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister ).
The order will take effect at 3 PM on October 4, 2025 .
Discharge flow rate through the structure: From 1,000 m3/s to less than 1,200 m3/s.

During operation, if the water level at the Con Cuong Hydrological Station exceeds alarm level I but remains below alarm level II, or if the inflow into the reservoir is between 1,000 m3/s and 1,200 m3/s, water discharge through the structure will be carried out at a flow rate equal to the inflow into the reservoir to maintain the reservoir water level.
During operation, if a flood occurs causing the inflow into the reservoir to increase above 1,200 m3/s or the water level at the Con Cuong or Cho Trang hydrological stations exceeds alarm level II, the Director of Ban Ve Hydropower Company shall implement flood control and reduction operations for the downstream area (as stipulated in point c, clause 1, Article 8 of Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister).
During the operation of flood control and reduction for downstream areas, if the reservoir water level is likely to reach 200m, the Director of Ban Ve Hydropower Company will gradually adjust the discharge flow through the structure so that when the reservoir water level reaches 200m, the discharge flow through the structure equals the inflow of floodwater into the reservoir, and the system will switch to a mode that ensures the safety of the structure.
After implementing flood control and reduction operations for the downstream area, if the reservoir water level is higher than the value in Table 1 of the Inter-Reservoir Procedure on the Ca River basin, operations should be carried out to gradually lower the reservoir water level to the highest pre-flood level specified in Table 1 if the following situations occur: The water level at the Con Cuong Hydrological Station has fallen below Warning Level I; The water level at the Con Cuong Hydrological Station remains above Warning Level I but below Warning Level II, and a new rainfall event is forecast.
When the inflow into the reservoir gradually decreases to below 1,000 m3/s and the Department of Meteorology and Hydrology forecasts that in the next 10 days, no weather patterns that could cause heavy rain or floods will appear in localities along the Ca River basin, the Director of Ban Ve Hydropower Company will operate under normal conditions.
The Provincial People's Committee also requested the Departments of Agriculture and Environment, Industry and Trade, and the Standing Agency of the Provincial Civil Defense Command to, according to their assigned functions and duties, inspect and supervise the implementation of the operation order in accordance with regulations, minimizing damage to downstream areas.
