The Government Office issued Notice No. 382/TB-VPCP on the conclusion of Deputy Prime Minister Nguyen Chi Dung at the First Meeting of the Inter-sectoral Working Group to coordinate the construction and synchronous implementation of smart cities.
The announcement stated that smart urban development has now become an inevitable development trend of countries around the world. Vietnam is not outside that development trend. Smart urban development is a method to develop the digital economy , urban economy , contributing to improving the quality of life of people.
However, the recent implementation has shown confusion, lack of synchronization, and lack of unity from the central to local levels. The main reasons are awareness, lack of policy mechanisms, lack of standards, regulations, and lack of coordination mechanisms in the implementation of smart urban development.
Accordingly, the Deputy Prime Minister requested the members of the Working Group to continue to proactively research and propose tasks and solutions on smart urban development to effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo; Notice of Conclusion No. 30-KL/TGV dated June 13, 2025 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation and Resolution No. 71/NQ-CP of the Government dated April 1, 2025 amending and supplementing the Government's Action Program to implement Resolution No. 57-NQ/TW.
Specifically, the Deputy Prime Minister requested the Ministry of Construction to preside over and coordinate with the Ministry of Science and Technology and relevant ministries and agencies to develop a Decree on smart urban development to submit to the Government before August 15, 2025. Members of the Working Group, according to their tasks, will study and give their opinions on the draft Decree and send it to the Ministry of Construction before July 25, 2025.
The Ministry of Construction continues to study and absorb the opinions of the members of the Working Group, supplement and clarify the basis and basis for issuing the Decree; standards and criteria for smart urban development; research on urban development associated with digital transformation; research on regulations for selecting pilot communes and wards to build smart urban areas as a basis for replication; research on the mechanism for hiring smart urban development services, socialization in the form of public-private partnership in smart urban development (enterprises invest in infrastructure, the state rents back), build an implementation roadmap, encourage industrial development to serve smart urban development, etc.
The Deputy Prime Minister requested the Ministry of Construction to preside over and coordinate with the Ministry of Science and Technology, relevant ministries, and localities to develop and summarize the Project on sustainable smart urban development in Vietnam for the 2018-2025 period, to be completed in July 2025.
People's Committees of centrally-run cities review projects on smart urban development, digital transformation, and smart urban development activities that have been and are being implemented in their localities, promptly prepare and carry out urban development work in accordance with the new situation under the guidance of central ministries and branches.
Ministries, branches, People's Committees of provinces and centrally-run cities, according to their assigned functions and tasks, urgently develop action plans of their ministries, branches and localities and send them to the Ministry of Construction in July 2025.
