Deputy Prime Minister Ho Duc Phoc requested that the owner representative agencies must complete the approval of the State-owned enterprise restructuring project in accordance with Decision No. 360/QD-TTg in the first quarter of 2025.

On the afternoon of January 3, Deputy Prime Minister Ho Duc Phoc, Head of the Steering Committee, chaired a meeting of the Steering Committee for Enterprise Innovation and Development on the situation of state-owned enterprise restructuring and enterprise development in the 2021-2026 period, tasks and solutions for 2025.

The report of the Steering Committee for Enterprise Innovation and Development said that by the end of 2024, a number of goals set out in Decision No. 360/QD-TTg of the Prime Minister had been completed.

Accordingly, as of December 15, 2024, 117/667 (17% in number) enterprises had their restructuring plans approved. After the arrangement, the restructuring of state-owned enterprises will basically focus on the sectors and fields that the state needs to hold.

Large-scale corporations and groups operating in important sectors and fields of the economy basically operate effectively, completing production, business, and investment and development tasks according to assigned plans; focusing on reviewing and innovating in management, finance, and human resources, promoting the application of science and technology, and innovation to improve efficiency and increase competitiveness...

Basically completed, reporting to the Politburo for policy on handling plan for all 12/12 weak projects and enterprises in the industry and trade sector due to history. Currently, agencies and enterprises are resolutely implementing the handling according to the Politburo's conclusion; 4 fertilizer projects are profitable and repaying debts on time.

In 2024 alone, the Prime Minister and Deputy Prime Minister - Head of the Steering Committee completed reporting to the Politburo for comments on handling the remaining 4 weakest and most difficult projects (Phuong Nam Pulp Mill Project, Thai Nguyen Steel Phase 2, Dung Quat Shipbuilding Industry Company Limited, Viet Trung Steel), contributing to the Government's overall achievements in completing the 2024 socio-economic development plan.

The Steering Committee's report also clearly stated the results of the implementation of the plan to restructure state-owned enterprises and enterprises with state capital according to the classification criteria in Decisions 22, 1479, 184; results of revenue from equitization and divestment; results of enterprise development and the implementation of support for enterprises to adapt, recover quickly and develop sustainably until 2025; and the operation situation of state-owned enterprises.

Pointing out the shortcomings and limitations in the restructuring and arrangement of state-owned enterprises, on that basis, the Steering Committee's Report proposed tasks and solutions for 2025 and the coming time.

Speaking at the conference, representatives of corporations and groups (PVN, Viettel, VNPT, VRG, EVN, Agribank) expressed their agreement with the content and solutions and recommendations stated in the Steering Committee's report; at the same time, they clarified further the results of production and business, the situation of arrangement and restructuring at enterprises; difficulties and obstacles in valuation, determining enterprise value, divestment, etc.

On that basis, business representatives proposed that competent authorities take measures to remove obstacles related to divestment; complete the legal basis for divestment of foreign investments; regulate and guide a number of contents related to enterprise management; tax policies; power source investment, etc.

Representatives of the Ministry of Planning and Investment, the Ministry of Finance, the State Bank of Vietnam, the Central Economic Committee, and leaders of Hanoi City emphasized the need to research, amend, supplement, and perfect institutions to enhance proactiveness and responsibility in production and business activities of enterprises...

After listening to opinions from businesses, ministries, and localities, Deputy Prime Minister Ho Duc Phoc emphasized that in 2024, some tasks under Decision 360/QD-TTg did not meet the requirements set out, so in 2025, it is necessary to continue research to find solutions to remove difficulties and obstacles, especially in determining enterprise value, land prices, etc. to achieve the set goals.

Emphasizing that equitization is to improve the efficiency of enterprises' production and business activities, Deputy Prime Minister Ho Duc Phoc requested ministries and branches to carefully review and evaluate the actual implementation of equitization according to Resolution 12-NQ/TW in the past time; study, amend, supplement and perfect legal regulations, especially the Law on Management and Use of State Capital Invested in Production and Business at Enterprises (Law 69) with a spirit of innovation.

The Deputy Prime Minister requested that businesses focus on innovating technology and equipment, improving the quality of human resources, management processes, etc. to improve business performance to meet the requirements of the assigned tasks.

To resolve difficulties and obstacles, the Steering Committee coordinates with businesses to clarify the "address", where the obstacle is, at which stage, and which agency to have appropriate and effective solutions.

Requesting leaders of ministries, branches and localities to take responsibility for the progress of developing the Project to arrange and restructure enterprises, so that the plan is accurate and consistent, the Deputy Prime Minister requested that the representative agencies of owners must complete the approval of the Project to restructure state-owned enterprises in the first quarter of 2025 according to Decision No. 360/QD-TTg.

Ministries and branches, according to their assigned functions and tasks, shall strengthen the urging, inspection and supervision of the implementation of the work of arrangement, equitization and restructuring according to their authority; the Steering Committee shall preside over and coordinate with relevant agencies to continue to urge, inspect and evaluate the implementation situation at a number of key agencies and units.
