9 requirements for the education and training sector

In the new context, with new goals and motivations, the General Secretary requested that the education and training sector needs to be a pioneer in innovating thinking, methods, and management; building a team of teachers who are both knowledgeable, ethical, and have the desire to contribute.

According to the General Secretary, teachers must be shining examples and sources of inspiration for students. Students must nurture great ambitions and aspirations, study and train to become global citizens, gradually integrating into international standards while always maintaining Vietnamese identity and soul.

The Party leader also outlined nine major orientations for the education sector.

First, strongly innovate thinking and action. Shift from "corrective" reform to creative thinking, leading national development through education. Must take quality, fairness, integration, and efficiency as measures; tighten enforcement discipline.

Second, ensure equal access to education, raise the level of education; do not leave any child behind.

Prioritize remote, border, island, and disadvantaged areas; increase investment in schools, school nutrition, teachers, and digital infrastructure.

Third, reform general education in a comprehensive direction. Not only imparting knowledge, but also nurturing personality, training the body, nurturing the soul, arousing civic spirit, sense of discipline and social responsibility. Forming a generation of people who are "both talented, kind and resilient".

Fourth, create breakthroughs in higher education and vocational education. Universities must become centers for knowledge and technology production, and be the nucleus of innovation and entrepreneurship; closely linking training, research, and transfer with the country's development needs.

It is necessary to form large universities of regional and international stature, modern vocational training facilities, to train high-quality human resources, contributing to the country's breakthrough in science - technology, industrialization and digital transformation.

Fifth, promote international integration in education. The General Secretary emphasized that integration is to learn from the best, narrow the gap, and spread standards; encourage joint training, program linkage, credit recognition, exchange of lecturers and students, and attract international scholars, thereby enhancing the position of Vietnamese education.

Sixth, take care to build a team of teachers and educational administrators. Teachers are the soul of education, the decisive factor in the success or failure of innovation. Teachers not only impart knowledge, but also sow aspirations, foster personality, and light up beliefs in students. Therefore, teachers must also constantly study, be creative, and set exemplary examples.

Seventh, promote digital transformation and artificial intelligence (AI) in education, turning technology into a driving force for fundamental and comprehensive innovation.

Eighth, prioritize investment in education. Investing in education is investing in the future of the nation. Master plan, arrange the system (especially public universities) to form training, research, innovation centers on par with the region, reaching international level.

Use public spending effectively, not spread out; strengthen public-private cooperation, strongly mobilize social resources to join hands in the cause of human development.

Ninth, build a learning society, lifelong learning. Learning is not only a personal need, but must first be seen as a political responsibility, a permanent revolutionary action of every citizen.

Building a learning society and encouraging lifelong learning is the most solid foundation for a self-reliant nation. It is not only the baggage of each individual, but also the core value of the nation, ensuring that our nation advances with the times, affirming the Vietnamese spirit and intelligence in the international arena.

General Secretary: Opportunity to affirm determination to reform education

Speaking at the opening ceremony, General Secretary To Lam affirmed that, along with reviewing the glorious tradition and expressing gratitude for the contributions of generations of teachers and educational managers across the country, this is an opportunity to affirm the determination to strongly innovate, so that education is truly the top national policy, the key driving force of national development and the future of the nation.

General Secretary To Lam beats the drum to start the new school year 2025-2026

PHOTO: GIA HAN

According to the General Secretary, over the past 80 years, whether in the flames of war or in the work of peacebuilding, Vietnamese revolutionary education has always been at the forefront.

The education sector has created human resources, nurtured talents, and contributed decisively to the victory of the cause of national liberation, national unification, and development. Since the reform, education and training have continuously expanded their network, improved their quality, and gradually integrated internationally.

However, the General Secretary assessed that the quality of education is still uneven, with large regional differences. University education is slowly changing, and teaching methods in many places do not encourage creativity and self-study capacity...

Meanwhile, infrastructure, digital transformation and international integration are still limited and inadequate; there were periods when education did not fully promote its role as a driving force for development... The General Secretary noted that these are issues that require resolute overcoming.

General Secretary To Lam suggested that the entire Party must strongly innovate leadership thinking on education, not impose old standards on a modern education system.

PHOTO: GIA HAN

Recognizing that the country is entering a new stage of development, and at the same time, to quickly bring Resolution 71 on breakthrough in education and training development of the Politburo into a new stage, the General Secretary suggested that the entire Party must strongly innovate its leadership thinking on education, not impose old standards on a modern education, but need to closely and substantially direct, organize and implement resolutely, effectively, and consistently consider education as the top national policy.

The National Assembly needs to continue perfecting the legal system, creating a smooth, stable and progressive legal corridor for the cause of education and training innovation.

The Government increases investment, ensures financial resources, facilities, and staff. Resolutely removes bottlenecks in mechanisms and policies to unblock and maximize the mobilization of all social resources for education.

The Fatherland Front, unions and social organizations need to promote the strength of great solidarity, encourage and spread the movement of the entire people to care for the cause of educating people.

Director of Ho Chi Minh City Department of Education and Training: Breakthrough towards modernization, international integration, promoting digital transformation

Students of Tran Phu High School (Phu Tho Hoa Ward, Ho Chi Minh City) beamed on the opening morning of the 2025-2026 school year.

Photo: Nhat Thinh

Attending the opening ceremony at Tran Phu High School (Phu Tho Hoa Ward, Ho Chi Minh City), Dr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, said that Ho Chi Minh City is ready to officially enter the 2025-2026 school year with the theme "Maintaining discipline, inspiring creativity, boldly making breakthroughs, aiming for the goal of sustainable development of Ho Chi Minh City's education".

The 2025-2026 school year is the first school year after the merger and Ho Chi Minh City continues to fundamentally and comprehensively innovate education and training towards modernization, international integration, and promoting digital transformation. The education and training sector is determined to build Ho Chi Minh City into a center for training high-quality human resources for the whole country, the ASEAN region, and towards training global citizens.

After the merger, Ho Chi Minh City became the locality with the largest and most diverse educational scale in the country, with more than 3,500 educational institutions and nearly 2.6 million students. The expanded administrative boundaries and diverse types (rural, urban, island communes, special economic zones, etc.) opened up many new areas for Ho Chi Minh City's education to develop, but also posed many major challenges for the city when the state of school facilities was still uneven in localities, especially in disadvantaged and densely populated areas.

Therefore, in the new school year, the city's number one priority is to focus on investing in infrastructure, ensuring equitable access to education and building a learning society. The goal of maintaining 300 classrooms per 10,000 school-age people and ensuring that 100% of school-age children attend school is extremely important.

At the same time, the city builds and develops a team of teachers and educational managers with sufficient quantity, ensuring quality and good moral qualities.

One of the key tasks in the new school year is to promote comprehensive digital transformation and strongly apply digital technology and artificial intelligence in education and training.

Ho Chi Minh City will continue to improve the effectiveness of digital classrooms by having teachers in the inner city teach at digital centers and transmit images and sounds directly to students in the suburbs. At the same time, the Department of Education and Training will develop a diverse and rich shared digital learning resource to help teachers in nearly 3,500 educational institutions located in 168 wards, communes, and special zones more conveniently find materials and improve the quality of teaching sessions...

This year, for the first time, the Ministry of Education and Training organized a special ceremony, combining the 80th anniversary of the education sector's tradition and the opening of the 2025-2026 school year.

Taking place from 8:00 to 9:30 this morning, the ceremony was broadcast live on VTV1 (Vietnam Television), connected online to all educational and training institutions nationwide with the participation of about 1.7 million teachers and nearly 30 million students nationwide.

About 1.7 million teachers and nearly 30 million students nationwide participated in the celebration of the 80th anniversary of the education sector's tradition and the opening of the 2025-2026 school year.

As expected, the ceremony was attended by General Secretary To Lam , President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and other leaders and former leaders of the Party and State; leaders and former leaders of the Ministry of Education and Training through different periods...

At the ceremony, General Secretary To Lam delivered a speech congratulating the 80th anniversary of the education sector and the opening of the new school year. Minister of Education and Training Nguyen Kim Son delivered a speech commemorating the 80th anniversary of the education sector and the opening of the 2025-2026 school year; representatives of students nationwide delivered speeches.

Also within the framework of the ceremony, Party and State leaders will present the First Class Labor Medal to the Ministry of Education and Training, give a speech and beat the drum to open the 2025-2026 school year.

52,000 educational institutions nationwide connect online and broadcast live

Sharing with Thanh Nien reporters before the new school year, Minister of Education and Training Nguyen Kim Son affirmed: The opening ceremony of the 2025-2026 school year takes place in a special context: the whole country celebrates the 80th anniversary of National Day; carries out the historical "rearrangement of the country"; organizes Party Congresses at all levels...

For the education sector, the beginning of the new school year is also an occasion to celebrate the 80th anniversary of the education sector, as well as the 80th anniversary of the establishment of the Ministry of National Education. This is not only an opportunity for us to look back on the 80-year journey of education to develop the country, but also an opportunity to be more aware of the mission and responsibility of education in creating people, building and developing the country, and striving to integrate into the new era.

According to the head of the education sector, the meaning of the opening ceremony is even more profound when 52,000 educational institutions across the country connect online and broadcast live, with the presence of the highest leaders of the Party and State, to spread the belief, spirit, and determination to bring Vietnamese education to new heights.

Education sector faces unprecedented opportunities

Minister Nguyen Kim Son shared that this school year, the education sector is facing unprecedented opportunities, and that education and training have never received as much attention and expectation from the Party and the State as they do now. The most important of these is the Politburo's recent issuance of Resolution 71-NQ/TW on breakthroughs in education and training development. This is an important political foundation to further promote the fundamental and comprehensive innovation of education and training.

Regarding professional work, Mr. Kim Son also said that in the 2025-2026 school year, the Ministry of Education and Training will conduct a comprehensive assessment of the 2018 General Education Program after an implementation cycle to clarify the level of achievement in developing students' qualities and abilities; point out advantages, limitations, causes and propose solutions for adjustment, ensuring the program is substantial, effective and sustainable.

The Ministry of Education and Training continues to maintain the viewpoint that "extra classes can consolidate knowledge, but bring little value to human development". The profound consequences of the widespread situation of extra teaching and learning require continued drastic rectification...

This is also the year the education sector will pilot the high school graduation exam on computers with more than 100,000 students to be able to pilot it from 2027.

Regarding policies for teachers, according to Minister Kim Son, the Ministry of Education and Training is currently finalizing a draft of detailed regulations on salaries, allowances and policies to attract and support teachers.

"Accordingly, it is expected that the basic salary of all teachers will increase, by at least about 2 million VND, and at most up to 5-7 million VND/person/month. This increase is only calculated on the basic salary, not including other allowances," Mr. Kim Son informed.
