The accusation was made on April 23 by Michael Kratsios, head of the White House's science and technology department, in a social media post on X. He warned that the US would take measures to protect domestic technological innovation.
In the post, Kratsios also accused “foreign entities, primarily in China” of using “distillation”—a common method in AI development to create smaller, lower-cost versions of larger models.

Responding at a regular press briefing in Beijing on April 24, Chinese Foreign Ministry spokesperson Guo Jiakun stated that these accusations were "completely unfounded" and an attempt to tarnish the achievements of China's artificial intelligence industry.
Mr. Guo Jiakun emphasized that China firmly opposes and calls on the US side to respect the truth, abandon prejudice, end measures to restrict technology, and promote cooperation between the two sides.
