The China National Meteorological Center officially raised the warning level for Typhoon Wipha to orange at 6:00 p.m. yesterday (July 19). Not only maintaining the typhoon warning level, this morning (July 20), the agency also raised the heavy rain warning level to orange.
In its latest forecast, the China Meteorological Administration said that Typhoon Wipha will move west at a speed of about 25 km/h and gradually increase in intensity. From the afternoon to the night of July 20, the storm will make landfall on the coast from Zhuhai to Zhanjiang in Guangdong Province with winds reaching level 13-14. The storm will then pass the western coast of Guangdong, move into the Gulf of Tonkin on July 21 and head northeast of Vietnam.
Due to the impact of the storm, many localities in the East and South of the country will have heavy to very heavy rain. Of which, extremely heavy rain (250-320 mm) will occur in the North of Hainan Island and the coastal areas of Southwest Guangdong.

Facing the risk of a direct storm, the Guangdong Provincial Flood, Drought and Typhoon Control Headquarters raised the emergency response level by two levels, from level IV to level II on the afternoon of July 19. As of 9 p.m. on the same day, more than 278,000 people had been evacuated. Many localities in Guangdong Province, such as Zhuhai, Jiangmen, Yangjiang, etc., have implemented the "5-stop" emergency measures, including stopping classes, work, production, transportation and business on July 20. Shenzhen closed all parks from 6 p.m. on July 19 and opened emergency shelters indoors.
“The provincial emergency management department has deployed six emergency aviation rescue helicopters, one large fixed-wing unmanned aerial vehicle, and 15 medium-sized composite-wing unmanned aerial vehicles. The province has also deployed 115 flood relief and rescue teams with 6,526 people and 174 construction rescue teams with 5,937 people, ready to respond,” said Liu Zhiyong, an official with the Guangdong Provincial Emergency Management Department.
China's Ministry of Transport has also launched a Level III response to Typhoon Wipha. Many trains passing through and within Guangdong Province were suspended or had their speeds restricted on July 20.
To ensure safety, neighboring Fujian Province evacuated more than 4,000 people from coastal aquaculture farms. As of noon on the same day, 56 routes and 156 passenger ferries along the Fujian coast had been suspended, and 58 offshore construction projects had also been suspended.
Other localities such as Hainan, Hong Kong, and Macau have also taken similar storm prevention measures, such as Hong Kong closing all schools, and Macau is expected to cancel more than 70 flights to and from this special administrative region on July 20.
