Language and computer training centers are not allowed to charge long-term tuition fees.

According to a document recently sent by the Ho Chi Minh City Department of Education and Training to investors in foreign language and computer training centers, after three months of inspecting the centers' operations, the Department found that some units had not fully complied with legal regulations.

To ensure that foreign language and computer training centers (both those already inspected and those not yet inspected) operate in accordance with regulations, the Department of Education and Training requests that they proactively inspect, review, and rectify the operational situation of their respective units.

Specifically, language and computer training centers are only allowed to enroll students and organize classes after being licensed to operate by the Department of Education and Training .

Regarding tuition fees, the Department of Education and Training requires that fees be collected based on the actual number of months of study and must be publicly disclosed from the beginning of the course. Long-term tuition fees that are not collected in violation of regulations must be strictly adhered to, emphasizing the importance of "Price Transparency".

Centers must ensure that educational activities are conducted in accordance with the licensed content; and that teaching is conducted in the format (in-person, online, online and in-person) registered with the Department. When there are changes to the educational activity location, registered legal entity, subjects taught, curriculum, etc., the unit must submit a registration dossier to the Department requesting adjustments to the licensed content.

Regarding the curriculum, if a franchise program is implemented, the unit must fully and correctly adhere to the contents of the signed franchise agreement, the franchise program, and the teaching support software used at the unit.

In terms of facilities, centers must ensure that they are equipped with desks, chairs, and teaching equipment suitable for the age of the students; ensure fire safety conditions; and display signage with the correct licensed name.

Units must also review and ensure the recruitment and employment of foreign workers; the signing of labor contracts and visiting lecturer contracts in accordance with the Education Law; and review the implementation of social insurance contributions and the opening and closing of social insurance books in accordance with the regulations of the Social Insurance Law.

The curriculum and teaching materials must be approved by the Ministry of Education and Training or assessed for quality by the Department of Education and Training, with a curriculum distribution suitable for the teaching conditions at the school; foreign teachers coming to teach at the school must fully comply with the school's regulations regarding class schedules, attire, and professional regulations. The center will provide work permits for each teacher before they come to teach at the school.
