According to the report of Lang Son Provincial Party Committee, the implementation of Directive No. 30-CT/TW, dated February 18, 1998 of the Politburo (VIII Term) on building and implementing grassroots democracy regulations has had many positive results.
The implementation of grassroots democracy regulations in Lang Son has gradually changed the awareness of democracy and democratic practice of Party committees at all levels, the government, the Vietnam Fatherland Front of the province, socio-political organizations, cadres, party members and people, thereby promoting positive effects on many aspects of social life associated with the implementation of political tasks in localities, agencies and units.
Along with that, the great solidarity bloc of ethnic groups is expanded and consolidated; the people's mastery is ensured; the close relationship between the Party and the people is strengthened.
Regarding the arrangement of commune-level administrative units, not organizing at the district level, building a 2-level local government organization model of Lang Son province after 1 month of implementation, initially achieved many positive results.
The total number of commune-level administrative units before the rearrangement was 194 units (including 5 wards, 14 towns, 175 communes). After the rearrangement, there were 65 commune-level administrative units (including 4 wards, 61 communes), a decrease of 129 commune-level administrative units, reaching a rate of 66.5%.
The implementation was carried out democratically, following the correct procedures, ensuring high consensus among the people; the legal basis and the submitted documents were fully assessed by the Central Government and in accordance with regulations.
Up to now, the contents related to the arrangement of headquarters, material facilities, and working means of newly established commune-level agencies and units have been basically ensured; communes have arranged suitable facilities, the ability to expand and connect, concentrate a large population, and well meet the needs of the people.
The provincial public administration service center is conveniently located and fully equipped to serve the people and businesses. The commune-level public administration center has a complete system of machinery and equipment to meet the needs of serving the people and businesses. However, some commune-level public administration service centers have small areas and old machinery and equipment, mainly using existing old equipment.
Under the direction of the Head of the Central Propaganda and Mass Mobilization Commission, at the working session, delegates from central departments, ministries, branches and Lang Son province discussed and acknowledged the achieved results and difficulties in the implementation process, thereby proposing specific solutions and directions to continue promoting grassroots democracy in the coming time.
Besides, regarding the operation of two-level local government, the working delegation acknowledged the initial positive results that Lang Son province has achieved.
At the same time, the delegation emphasized that the province needs to continue to be proactive and flexible in leadership and management in accordance with reality, promptly handling issues arising in the process of operating the new apparatus.
The working group also received recommendations from Lang Son province and will submit them to higher authorities as soon as possible.
Concluding the working session, comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, affirmed Lang Son's position in the new period, especially in international integration as well as strengthening the country's national defense and security.
He also acknowledged and highly appreciated the results of Lang Son province in thoroughly grasping and continuously implementing Directive No. 30 for many years, effectively. Thereby, the awareness of cadres, civil servants, public employees and people about implementing democracy at the grassroots level has been significantly raised.
Regarding tasks in the coming time, the Head of the Central Propaganda and Mass Mobilization Commission requested that Party committees at all levels in the area continue to thoroughly grasp the Party's leadership and direction documents on implementing democracy at the grassroots level; focus on promoting democracy but must ensure that it is under the Party's direction and guidance.
Party committees and authorities at all levels need to urgently overcome existing shortcomings, promote the responsibility of leaders in leading and operating the new apparatus, build a government apparatus close to the people, and effectively implement the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".
Regarding the operation of the two-level local government model, he requested the Lang Son Provincial Party Committee to continue to arrange and stabilize the new apparatus, strengthen inspection and supervision, promptly remove difficulties for the grassroots; continue to build and perfect the organization and implementation of democracy in new communes and wards.
At the same time, he also requested the Provincial Party Committee to focus on carefully and thoroughly preparing conditions to ensure the successful organization of the 18th Lang Son Provincial Party Congress for the 2025-2030 term.
