Many candidates have also chosen to review the combination of literature - history - geography for the exam and admission this year. At the same time, they have completed the registration for the high school graduation exam, which cannot be changed.
Of course, these are just some universities, including social science universities, not all. Universities also give many reasons, especially that this year, candidates will take the graduation exam according to the new program, and can combine many other admission combinations. However, this explanation is not convincing because at the present time, candidates have almost no chance to do it again.
A typical example is the University of Social Sciences and Humanities (Vietnam National University, Hanoi). The school has eliminated the literature - history - geography combination, and replaced it with literature - history - English, literature - geography - English, literature - economic education - law - English...
However, candidates have completed registration for the high school graduation exam a long time ago, and cannot currently replace the exam subject.
In addition to the two compulsory subjects of literature and mathematics, assuming that candidates intend to apply for university admission with a combination of literature - history - geography, the two elective subjects registered are history and geography. So where do candidates get their English scores to combine into the new combinations for the school's admission? Remember that English this year is also an elective subject, not a compulsory subject like from 2024 and earlier.
Looking at the registration data for the high school graduation exam, it can be seen that history and geography are the two elective subjects that most candidates choose to take, with nearly half a million candidates each. Thus, nearly 50% of candidates choose to take the history and geography exams. English is the elective subject with the third most candidates, with nearly 360,000 candidates.

Of course, not all candidates who register for the history and geography exams will take the literature - history - geography combination. However, there will be a large number of candidates who will take the exam using this combination. And so, candidates who take the literature - history - geography exam suddenly lose at least a few opportunities to be admitted to their desired schools. This is clearly an inequality in admissions, going against the top principle of fairness according to the admissions regulations.
Universities are autonomous, self-determining their admission quotas and appropriate admission combinations. However, it is also necessary to take into account the preparation of candidates, not simply a decision made by the university. Universities have many years to calculate and come up with appropriate admission combinations, so why do they have to keep changing and causing confusion at a time when candidates need peace to take the high school graduation exam?
When candidates have chosen their major, school, admission group, and registered for the exam, and only 20 days left until the high school graduation exam, any change at this time is a "surprise attack" that leaves candidates bewildered and unable to react.
In previous years, candidates took 6 compulsory subjects, with the opportunity to combine many admission combinations. If universities change, candidates can still make changes. This year, there are only 4 subjects, including 2 elective subjects, so the number of admission combinations will be much smaller, especially for candidates who choose to take history and geography exams.
Some universities believe that candidates who have not yet registered their admission wishes still have the opportunity to change. The school announces admission information 30 days before the candidate registers for admission, which is in accordance with regulations.
This is true in theory, according to admission regulations, but wrong in practice.
Candidates cannot change their exam subjects, so what can they use to register for admission? They can still apply to other schools and majors, but they cannot apply to the school they want. We need to stop this "surprise attack" situation, to avoid the situation where everyone is right and only candidates are disadvantaged, unable to change the situation.
Regarding enrollment autonomy, the school determined that the admission combination was not wrong. Regarding regulations, the school announced enrollment information at this time and there was nothing wrong. Candidates also fulfilled their responsibilities and regulations related to exam registration.
So the remaining problem lies in the admission regulations of the Ministry of Education and Training . It is necessary to adjust the regulations more appropriately, and not let the ministry "blow the whistle" when schools cause disadvantages and affect the rights of candidates like this situation.
Universities cannot be changed at the last minute.
Admission regulations require schools to announce admission information 30 days before candidates begin registering for university admission. However, this year the number of graduation exam subjects has changed, leading to the situation where candidates are "ambushed" as above.
To avoid repetition, should we require schools to announce admission information 30 days before candidates register for the high school graduation exam? Although the change of university will affect candidates' previous preparation, at least candidates can still change the exam subjects.
We need to stop the situation of making last-minute changes that leave candidates unable to react. Schools that do not change this year can change next year. But candidates only have this one chance.
