Accordingly, Article 34 of the draft revised Law on Education states: Students who complete the high school program and meet the requirements prescribed by the Minister of Education and Training (MOET) are eligible to take the graduation exam. If they meet the requirements, students will be awarded a graduation certificate by the school principal.
If a student does not take the exam or fails the exam, the school principal will issue a certificate of completion of the generaleducation program.
This provision applies similarly to continuing education.

Also related to the policy on the authority to grant graduation certificates at all levels of general education, the draft revised Law on Education abolishes the junior high school graduation certificate and assigns the junior high school principal to confirm the transcript of the completion of the junior high school program.
According to the analysis of the Ministry of Education and Training , these new policies have positive impacts and are suitable for current socio-economic conditions, thoroughly implementing decentralization and delegation of authority, adhering to the principle of "where training is provided, where degrees are granted".
Many developed countries such as the US, Canada, UK, Australia, and Finland do not issue junior high school diplomas but use the principal's confirmation of academic performance in lower grades to consider admission to higher levels.
Confirmation of completion of secondary school does not affect the rights and obligations of learners, helps to cut down on administrative procedures, and reduces compliance costs for learners and their families.
Similarly, assigning high school principals to issue high school graduation certificates contributes to increasing the autonomy and initiative of the heads of educational institutions. Schools no longer have to carry out procedures to submit to the Department of Education and Training to issue graduation certificates, saving both costs and time.
This regulation will also have a positive impact on the state budget by reducing costs related to printing, issuing and managing diplomas.
