On July 20, Mr. Bach Van Manh, Director of the Dak Lak Department of Home Affairs, said he had requested the People's Committee of Buon Don district to review and pay seniority allowances to teachers in this border district.
Previously, Ms. T. (a female preschool teacher) in Ea Wer commune, Buon Don district, said that in 2012, the People's Committee of Buon Don district signed a teaching contract with her at the school and she was covered by insurance according to regulations.
In June 2020, she passed the civil service exam and was officially employed in the education sector of Buon Don district. However, Ms. T. did not receive seniority allowance for the previous 10 years of teaching.
Citing Decree 77/2021 on Regulations on seniority allowance for teachers, Ms. T. said that she was entitled to seniority allowance for teachers and determined that it was from 2012, which was the time she paid insurance.
According to Ms. T., the district recently issued a document "correcting mistakes", announcing that teachers who signed contracts in 2020 will receive back-pay for seniority in the near future.
"We were very happy and looking forward to receiving the document because the regime and benefits have been resolved," Ms. T. said excitedly.

Regarding the above, Mr. Nguyen Huu Truyen, Head of the Department of Internal Affairs of Buon Don district, said that from 2020 to now, the district has had 2 rounds of teacher recruitment. In 2020, 164 teachers were recruited, and in 2023, 51 more people were recruited.
Teachers recruited in 2023 are receiving their seniority benefits as usual. Only 164 teachers recruited in 2020 have not received their benefits due to local shortcomings.
According to Mr. Nguyen Huu Truyen, the unit once sent a document asking for the opinion of the Department of Home Affairs on the time and period for calculating the seniority allowance for teachers and received a response document, which stated: "Cases that are under contract within the staffing quota but have not been recruited are not entitled to the seniority allowance for teachers. With the response, the district side realized at that time that teachers had to be on the staff to receive the seniority allowance for teachers, so it applied it. The mistake here is because we did not understand the document very well," Mr. Nguyen Huu Truyen explained.
After that, the Dak Lak Department of Home Affairs also sent a document to the Ministry of Education and Training and received the reply: "The time to calculate the seniority allowance for teachers is determined by the total time of teaching and education with compulsory social insurance payment in educational institutions".
After receiving the document from the Ministry of Education and Training, the district reviewed from the end of April 2024 to implement the payment of seniority allowances for teachers.
"The district has met and agreed that next week there will be a decision to recognize the payment of allowances for 164 teachers who signed contracts in 2020. However, we still have to wait for the district to request funding before we can make a decision to pay each teacher," said Mr. Nguyen Huu Truyen.
