Responding to a question from Dan Tri reporter about the information being leaked before the announcement, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) explained that before the press conference, the information content had to go through many preparation stages.
Mr. Chuong affirmed that the Ministry of Education and Training is verifying the information leak before the press conference to announce the 2025 high school graduation exam plan.
Discussing further afterwards, Deputy Minister of Education and Training Pham Ngoc Thuong said that the decision on the 2025 high school graduation exam plan was signed on November 28, and the press conference announcement date is November 29.
Mr. Thuong explained: "This decision is not a confidential document, so it is not certain that there was any leak or leakage of documents here. Of course, the Ministry of Education and Training still finds it regrettable that information was spread unofficially before the press conference."
Talking about the orientation for building the 2025 high school graduation exam plan, Director Huynh Van Chuong said that the Ministry of Education and Training is based on 3 major principles.
Firstly , based on the resolutions of the Party and the Government , which emphasize keywords such as "the exam must reduce pressure", "be compact", "reduce costs to society".
Second, the competition closely follows the goals of the 2018Education Program.
Third , inheriting the experience of recent years in high school graduation exams.

Previously, on November 14, the Ministry of Education and Training (MOET) presented the Government with three options for the 2025 high school graduation exam. Among them, the option of compulsory exams in two subjects of math and literature combined with two elective subjects was chosen by many experts.
The Ministry of Education and Training also sought opinions from 10 experts at a meeting jointly held by the Office of the National Council for Education and Human Resources Development and the Department of Quality Management on October 5.
As a result, six experts chose the option of taking two compulsory subjects, three opinions chose the option of taking three compulsory subjects, and one other opinion.
Based on these results, comments and core principles in the process of developing the exam plan, the Ministry of Education and Training recommends that the high school graduation exam from 2025 include two compulsory subjects and two optional subjects.
According to the Ministry of Education and Training, the 2+2 exam plan has the advantage of reducing exam pressure for students and actually reducing costs for students' families and society (candidates only take 4 subjects, currently 6 subjects). The number of exam sessions is 3, reducing the number of exam sessions compared to the present.
This option also does not cause an imbalance between the admission combinations, suitable for the students' career orientation. Create conditions for students to spend time studying the subjects of their choice that are suitable for their career orientation.
However, this option has the disadvantage of affecting the teaching and learning of History and foreign languages, two subjects that are currently compulsory.
In addition to option 2+2, there are two other options presented by the Ministry of Education and Training to the Government at the meeting on the morning of November 15.
Specifically, the exam plan includes 3 compulsory subjects (literature, math, foreign language) and two elective subjects (option 3+2).

According to the results of the survey on the plan to organize the high school graduation exam from 2025 announced by the Ministry of Education and Training last October, about 26-30% of respondents supported the 4+2 option, meaning that high school students must take 6 subjects, including 4 compulsory subjects (literature, math, foreign language, history) and 2 subjects that candidates choose from the remaining subjects studied in grade 12.
With the 3+2 option chosen by about 70% of survey participants, candidates studying high school must take 5 subjects, including 3 compulsory subjects (literature, math, foreign language) and 2 subjects that candidates choose from the remaining subjects studied in grade 12 (including history).
Currently, the high school graduation exam is organized with 6 exams, including math, literature, foreign language, natural science (physics, chemistry, biology) or social science (history, geography, civic education).
