Hanoi City Inspectorate has just publicly announced the inspection conclusion of a number of contents at the Nhon - Hanoi Railway Station Metro Line Construction Investment Project.

In conclusion, the Hanoi Inspectorate pointed out a number of shortcomings and limitations. Specifically, regarding the supervision and use of subcontractors participating in the Nhon - Hanoi Railway Station Metro Construction Investment Project (packages CP-01, CP-02), at the time of adjusting the prices of the two packages, the investor had not yet made an adjusted estimate using the direct offset method, adjustment coefficient or construction price index adjustment method as prescribed. This led to inaccurate payment and settlement of packages CP-01 and CP-02.
In addition, signing a contract with a contractor when the site clearance has not been completed on schedule, the site handover plan has not been determined, obstacles have been moved but no negotiations have been made to adjust the site handover plan (contract packages CP-01, CP-02, CP-03).
In addition, the progress of site clearance is still slow. Specifically, the People's Committee of Dong Da District (Hanoi) issued a notice of land reclamation in 2012 and handed over the site (S10, S11 stations) from 2016 to 2022 to complete (the delay is mainly in the period 2016 to 2020). The People's Committee of Hoan Kiem District (Hanoi) issued a notice of land reclamation in 2013 and handed over the site (S12 station) from 2017 to 2019 to complete.
For the People's Committee of Ba Dinh District, the land reclamation notice was issued in 2013 and the handover of the site (S9 station) was completed from 2016 to 2022. Thus, the localities have not complied with the time limit prescribed by the 2013 Land Law and Construction Law No. 50/2014/QH132; and have not complied with the site clearance progress as directed by the Hanoi People's Committee.
At the same time, the work of moving the project's technical infrastructure has not been completed, leading to the Nhon - Hanoi Railway Station metro project being delayed...
The City Inspectorate recommends that the Hanoi People's Committee assign the Department of Home Affairs to review the responsibilities of organizations and individuals for the existence of the problems mentioned in the conclusion and advise the City People's Committee to handle them according to regulations.
In addition, it is recommended that the Hanoi People's Committee direct the Hanoi Urban Railway Management Board (MRB) to organize an inspection and review of the unit prices applied in the preparation, appraisal and approval of the initial estimates for bid packages CP-01 and CP-02 as a basis for price adjustment according to regulations for contractors implementing bid packages CP-01 and CP-02, on the basis of inspection and review as a basis for payment and settlement with the units implementing bid packages CP-01 and CP-02 as stated in part 2 of the conclusion; urgently carry out the relocation of technical infrastructure works to hand over the site to the contractor implementing the project.
The Nhon - Hanoi Railway Station metro project is 12.5 km long, passing through 8 elevated stations and 4 underground stations. Of which, the elevated section (Nhon - Cau Giay) is 8.5 km long and the underground section (Cau Giay - Hanoi Railway Station) is 4 km long. The total investment of the project is over 34,800 billion VND, an increase of more than 1,900 billion VND; of which the city budget's counterpart capital increased by nearly 3,900 billion VND, and ODA loans decreased by nearly 2,000 billion VND.
The project started in 2009 and was expected to be completed in 2015, but the schedule has been adjusted several times. It is expected that the Nhon - Hanoi Railway Station metro line will operate the elevated section from April 30 to May 1.
