VTV.vn - From June 1st, the Ministry of Construction will implement new regulations to shorten the time for issuing vehicle inspection certificates and simplify many vehicle registration procedures.

The Ministry of Construction has just issued Circular 24/2026 amending and supplementing a number of articles of circulars to decentralize, reduce, and simplify administrative procedures in the fields of vehicle registration, roads, railways, urban and rural planning under the Ministry's management.

One of the notable changes is the reduction in the time required for administrative procedures to issue certificates of eligibility for motor vehicle inspection and motorcycle/moped emission testing, as stipulated in Circular 46/2024/TT-BGTVT.

Reduce the time required to issue certificates of eligibility for inspection activities by half.

Accordingly, from June 1, 2026, the processing time for issuing new certificates of eligibility for motor vehicle inspection services will be reduced from 20 days to 10 days. Specifically, the time for on-site inspection and evaluation will be reduced from 15 days to 8 days, and the time for issuing the certificate will be reduced from 5 working days to 2 working days.

For cases involving the re-issuance of certificates of eligibility to operate motor vehicle inspection services, the processing time has also been shortened, from 5 working days to 2 working days.

Similarly, for the procedure of issuing new certificates of eligibility to operate motorcycle and scooter emission testing services, the Ministry of Construction has reduced the processing time from 20 days to 10 days. Specifically, the time for on-site inspection and evaluation has been reduced from 15 days to 8 days, and the time for issuing the certificate has been reduced from 5 working days to 2 working days.

For cases involving the re-issuance of certificates of eligibility for motorcycle and scooter emission testing, the administrative processing time has been reduced from 10 days to 4 days; specifically, the time for re-issuing the certificate has been reduced from 5 working days to 2 working days.

The procedures for carrying out these processes remain essentially unchanged.

Vehicle inspection certificates issued in just 2 days.

Circular 24/2026 also shortens the time for issuing certificates and inspection stickers for motor vehicles and specialized motorcycles inspected outside of the vehicle inspection facilities as stipulated in Circular 47/2024/TT-BGTVT.

Specifically, for vehicles that pass the inspection, the time for issuing the inspection certificate and sticker will be reduced from 3 working days to 2 working days from the completion of the inspection. The inspection facility must also remove any warnings indicating a failed inspection (if any) immediately after completing the inspection and evaluation.

In the case of new vehicles with only an appointment slip for registration certificate issuance, the inspection facility will issue an inspection sticker and an appointment slip for returning the inspection certificate to the vehicle owner as per regulations. The inspection certificate will be issued within 4 working hours from the time the vehicle owner presents the vehicle registration documents or when the vehicle registration data is shared from the registration authority.

Regarding the procedure for reissuing vehicle modification certificates, the Ministry of Construction has also shortened the processing time from 3 working days to 1.5 working days from the time of receiving the application for cases where the application is stored at a different vehicle inspection facility.

The Ministry of Construction's reduction of administrative procedure processing time related to vehicle registration aims to ensure compliance with government decrees and resolutions on reducing, decentralizing, and simplifying administrative procedures under the Ministry's management, while simultaneously enhancing transparency and quality of service for citizens and businesses.
