Today, in the vibrant atmosphere of the new spring, the entire Party, the entire people, and the entire army of Vietnam joyfully celebrate the 95th anniversary of the founding of the Communist Party of Vietnam, the Party of the working class and the laboring people, of the heroic Vietnamese nation.

Ninety-five years ago, under the leadership of Nguyen Ai Quoc, the Conference to Unify Communist Organizations decided to merge the Indochinese Communist Party, the Annam Communist Party, and the Indochinese Communist League into a single party named the Communist Party of Vietnam. From then on, February 3, 1930, became a historical milestone, marking a great turning point in the struggle for national liberation, ushering in a glorious and brilliant era – the Ho Chi Minh era.

Under the leadership of the Party and President Ho Chi Minh, the entire nation, united as one, rose up to overthrow the shackles of slavery, liberating ourselves with our own strength, gradually achieving great victories and accomplishments of historical and epochal significance, overthrowing French colonialism and the yoke of Japanese fascism, driving out American imperialism, preserving the territorial integrity of the country, and building and developing the nation.

Throughout the revolutionary struggle, our Party, with its correct, creative leadership and reliance on the people, closely connected with the people, has gathered the immense strength of the entire nation, overcoming all dangers and difficulties to reach the shores of glory. In the cause of national renewal, the Party has always grasped the lesson of promoting the strength of national unity, transforming challenges into opportunities, creating great achievements of historical significance, and laying a solid foundation for the country to steadily advance on the path to socialism, building a society of the people, by the people, and for the people.

Through arduous revolutionary journeys, our Party has been tempered and has grown increasingly mature, constantly renewing its thinking and leadership methods, strengthening its fighting power in all circumstances, worthy of its mission to lead the revolution, and worthy of the trust and expectations of the people. Recalling the 95-year history of the Party's building, fighting, and growth, and proudly celebrating its glorious history, we are infinitely grateful for the immense contributions of President Ho Chi Minh, the brilliant leader and great teacher of the Vietnamese revolution, who founded, led, and trained our Party. We will forever remember the dedication and sacrifices of our predecessors, the heroes and martyrs, the outstanding sons and daughters of the nation, who bravely fought and made immense contributions to the revolutionary cause of the Party and the nation.

Continuing the flame of tradition, we are determined to unite and firmly protect the revolutionary achievements of the nation, steadfastly adhere to the path of independence and self-reliance, persevere on the path to socialism, continue to comprehensively promote the reform process, and create miracles in the new stage of development.

2025 is a year of special significance, the final year of implementing the Resolution of the 13th National Congress of the Party, and the year of holding Party congresses at all levels leading up to the 14th National Congress of the Party – a Congress marking the moment when the country enters a new era, an era of national progress. The entire Party, the entire people, and the entire army are truly determined, with decisive solutions, to accelerate the successful implementation of the tasks of 2025 and the entire 2021-2026 term, striving to complete and exceed the set development targets, especially socio -economic development targets, creating strong transformations for the following years; focusing on implementing solutions for rapid and sustainable development; ensuring social security and taking the best possible care of people's lives; maintaining national defense and security; and improving the effectiveness of foreign affairs.

Ministries, departments, localities, and units should prepare and organize Party congresses at all levels well, improving the quality of congress documents and personnel work; continue to urgently arrange and perfect the organizational structure of the political system to be streamlined, strong, efficient, effective, and effective. Continue to do a good job of building and rectifying a clean and strong Party; strengthen inspection and supervision; promote self-criticism and criticism; resolutely prevent and combat corruption, waste, negative phenomena, and manifestations of "self-evolution" and "self-transformation".

Every Party organization and Party member must constantly study and follow Ho Chi Minh's ideology, ethics, and style, in conjunction with implementing the Central Committee's resolutions and conclusions on Party building and rectification; setting a pioneering and exemplary example to consolidate the people's trust and create social consensus. In all work, Party committees and authorities at all levels must always thoroughly understand the principle that "the people are the foundation," truly trusting, respecting, and promoting the people's right to supervision and their right to self-governance.

New spring, new victories. The entire Party, the entire people, and the entire army have absolute faith in the path chosen by our Party and beloved Uncle Ho, and will continuously strive with high determination and decisive action to achieve the set development goals, building a stronger and more prosperous Vietnam.
