Tu Liem: Efforts to achieve land clearance targets for Phu Do regulating reservoir

Despite tight deadlines, a large workload, and direct impact on hundreds of households, Tu Liem ward (Hanoi) has completed 100% of the land clearance work for the Phu Do regulating lake project ahead of the city's deadline.

This result not only ensures the progress of the capital's urgent flood control project but also demonstrates the effectiveness of the decisive involvement of the entire ward's political system, persistent propaganda, and the creation of public consensus in implementing the project.

Racing against time, persistently spreading the message.

On the morning of May 28th, at the Phu Do regulating lake project site, functional forces of Tu Liem ward implemented a plan to forcibly reclaim land from the last remaining cases that had not yet handed over the land. The organization of the operation was carried out strictly, in accordance with legal regulations, ensuring security, order, and safety throughout the entire process.

From early morning, police, militia, land administration officials, the land clearance task force, and various organizations were present at the site to disseminate information, mobilize residents, and prepare plans according to schedule. Ward leaders were also present at the project area to inspect each stage of implementation and direct the handling of any arising situations on the ground.

Prior to the forced eviction, thanks to the persistent efforts and dialogue over several consecutive days by the task forces, most households proactively dismantled their structures, relocated their belongings, and handed over the land. Only a few households in alley 227, residential group 15, Cau Dien, deliberately refused to hand over the land, prompting the authorities to proceed with the forced land reclamation.

Phu Do regulating lake is an infrastructure project of particular importance to the western area of ​​Hanoi. The project not only contributes to improving drainage capacity and preventing flooding, but also enhances the environment, increases green space, and creates an ecological environment for the rapidly developing urban area.

The Phu Do regulating lake project covers a total area of ​​over 367,552 m², involving 6 organizations and 498 households and individuals, including 268 households using agricultural land and 230 households using land with construction.

On December 7, 2025, the Hanoi People's Committee issued Decision No. 6076/QD-UBND, regarding the emergency construction order for the Phu Do regulating lake project in Tu Liem ward, Hanoi city. Subsequently, on January 23, 2026, the Hanoi People's Committee issued Decision No. 331/QD-UBND approving the emergency construction investment project for the Phu Do regulating lake in Tu Liem ward.

Subsequently, during a site inspection of the project on May 3rd, Politburo member and Hanoi Party Secretary Tran Duc Thang emphasized that this is a project being constructed under an emergency order and is intended to prevent flooding during the 2026 rainy season. Therefore, all related project work must be expedited in a sense of urgency to immediately meet the flood control requirements for the area.

According to the city's directive, Tu Liem ward must complete land clearance for the lake construction area before May 15, 2026, and complete all land clearance work before May 30, 2026, to hand over to the construction unit. At the same time, the investor and contractor must continue to mobilize resources, accelerate construction progress, ensure quality and safety, and strive to complete the entire project by the end of June 2026.

Completed 100% of land clearance ahead of schedule.

Recognizing this as a key political task and accelerating the process under an "urgent order," the entire political system of Tu Liem ward has focused intensely on land clearance. From the Party committee and government to the Fatherland Front and other organizations, everyone has simultaneously joined the effort with a decisive, responsible, and consistent spirit.

A notable aspect of the implementation process was the close involvement of local leaders. The Party Committee Secretaries, Chairmen of the People's Committees, and Chairmen of the Vietnam Fatherland Front in the wards regularly inspected the sites, worked with the task forces, and engaged in dialogue with residents in their communities to resolve any arising difficulties.

When conducting land and property surveys for households with structures on the land, ward leaders directly visit each household to understand the concerns, aspirations, and living conditions of the people. Based on this practical information, they report to the City People's Committee for consideration of policies to support and ensure the well-being of people whose land is being reclaimed.

During the peak days of the project implementation, the atmosphere in Tu Liem ward was always bustling from early morning to late evening. Amidst Hanoi's scorching heat, the task forces continuously stayed on-site, going door-to-door to disseminate information, explain policies, and resolve issues for residents. Notably, on May 27th, under the intense heat of Hanoi, Vice Chairman of Tu Liem Ward People's Committee Le Viet Bac Anh and the task force directly visited residential group 15 Cau Dien to meet with the remaining households. There, ward officials explained the legal basis and significance of the project in detail, and encouraged households to proactively move people and property to ensure the progress of this key city project.

The "race against time" atmosphere was evident in every stage of the work. Working groups simultaneously reviewed documents, completed legal procedures, and directly engaged in communication and dialogue with the people. All tasks were implemented synchronously to ensure the overall progress of the project.

According to Le Viet Bac Anh, Vice Chairman of the People's Committee of Tu Liem Ward, throughout the implementation process, the locality has always carried out compensation, support, and land clearance work in a transparent and lawful manner, ensuring the legitimate rights of the people.

According to the ward leaders, the overarching principle is to prioritize communication and dialogue to build consensus among the people. Only when all steps of persuasion, explanation, and dialogue as prescribed by regulations have been fully implemented and still fail to yield results will the local authorities deploy coercive measures.

Many officials involved in land clearance work said that the pressure to meet the project's deadline is immense because it is a construction project carried out under an "emergency order," requiring immediate flood control measures for the 2026 rainy season. Therefore, all stages of work must be implemented simultaneously, continuously, and without any time gaps…

The completion of 100% land clearance for an area of ​​36.7 hectares ahead of the city's deadline is not only a milestone in the progress of an infrastructure project but also demonstrates the sense of responsibility, unity, and high determination of the entire political system for the long-term benefit of the people and the common development goals of the city.
