From May 20, movies in Vietnam must display warnings of 'violence, sex, nudity'

Minister of Culture, Sports and Tourism Nguyen Van Hung has just signed Circular No. 05/2023 on "Regulations on film classification criteria and implementation of film classification and warning levels". This regulation applies to all popular films in Vietnam, from online films, theatrical films to television.

Add C level for banned movies

Circular based on the 2022 Cinema Law and Decree No. 01/2023, and at the request of the Director of the Cinema Department.

Accordingly, the film classification levels include 6 types. They are: P (films popular to all ages), K (under 13 years old watching with parents, guardians), T13 (13 years old and up), T16 (16 years old and up), T18 (18 years old and up) and C (films not allowed to be distributed).

There are 7 criteria for classifying movies, including: theme, content; violence; nudity, sex; drugs, stimulants; horror; vulgar language; dangerous behavior, easy to imitate.

Movies must have warnings

In addition to film classification, the regulation on film warnings is also a new point of the circular. Accordingly, films must display warnings before and during the film distribution process. The display of warnings must be done by means such as speech or writing.

Warning content is the criteria for classifying films including: theme, content; violence; nudity, sex; drugs, stimulants, addictive substances; horror; vulgar language; dangerous behavior, easy to imitate.

For theatrical films, a written or spoken warning must be displayed before the film begins. The warning should be displayed adjacent to the film rating symbol.

For television or web-based films, the warning must be displayed in writing or spoken words no later than 3 seconds after the film begins playing. The warning must be displayed immediately below the film rating symbol and must be displayed a maximum of 3 times during the film's running time of 20 minutes or more.

Agencies, enterprises, organizations and individuals disseminating films are responsible for implementing this circular.

This Circular takes effect from May 20./.
