Tomorrow (June 25), more than 1.1 million candidates nationwide will go to examination sites to complete procedures for the 2025 High School Graduation Exam. This is the first High School Graduation Exam under the 2018 General Education Program with many innovations in organization and exam regulations. In order to answer questions for candidates and parents, SGGP Newspaper organized an online exchange with the theme "Confidently entering the new High School Graduation Exam".

Keep a relaxed mind when entering the exam room

With many years of experience in the examination, Mr. Do Dinh Dao, Principal of Nguyen Huu Tho High School (District 4, Ho Chi Minh City), advised: “Candidates should not be absent on the first day of high school graduation exam procedures because they will miss a lot of important information and may encounter difficulties during the exam. On the day of exam procedures, candidates will have their personal information checked by the exam supervisor and errors (if any) corrected, and will be informed of the exam regulations, exam schedule and other important instructions. If they cannot go to the exam location to complete the exam procedures, candidates can contact the high school for instructions on late procedures or remote support.”

To ensure the best health during the exam days, candidates should not eat or drink strange foods of unknown origin, instead eat cooked food, boiled water, and eat familiar dishes. Before the exam day, candidates should get enough sleep to recharge their energy, keep their spirits comfortable, and limit the use of stimulants such as tea, coffee, energy drinks, etc.

In particular, candidates need to fully prepare important documents such as exam cards, citizen identification cards, and items allowed to be brought into the exam room according to regulations. After finishing each exam, you should not waste time looking for answers to the completed exam but should concentrate on the next exams to get the best results.

Mr. Ho Nhu Duyen, Deputy Director of the Southern Center forEducation and Training Development (Ministry of Education and Training) noted: “With the scale of organizing a large exam, taking place simultaneously in all provinces and cities across the country, unexpected incidents such as late delivery of exam questions, wrong exam questions, etc. are always possible. Candidates have the right to complain and request the exam room supervisor to record incidents arising during the exam, but must absolutely follow the instructions of the supervisor and those responsible at the exam site, and not make noise that affects the exam room and exam site. All rights of candidates are stipulated in Circular No. 24/2024-BGDDT (issued on December 24, 2024) of the Minister of Education and Training to protect the rights of candidates to the maximum extent and demonstrate the transparency of the exam”.

Regarding the exam regulations, Mr. Do Tri Nhan, Specialist of the Department of Examination and Education Quality Control (Department of Education and Training of Ho Chi Minh City), informed that candidates are allowed to bring into the exam room the following items: pens, rulers, pencils, erasers, set squares, graphing rulers, drawing tools, handheld calculators without text editing functions, and no memory cards.

Candidates are not allowed to bring into the examination room or waiting room any items such as carbon paper, erasers, alcoholic beverages; weapons and explosives, flammable substances; documents, communication equipment (receiving, broadcasting information, recording audio, video) or containing information to cheat during the examination. Candidates who arrive at the examination site more than 15 minutes after the test start time signal will not be allowed to take the exam. For essay exams, candidates are only allowed to leave the examination room after 2/3 of the test time and must submit their test papers, exam papers and scratch paper before leaving the examination room or examination area.

University contributes to the exam

In the 2025 high school graduation exam, university staff and lecturers participated in the inspection and examination tasks from preparation to exam organization, invigilation and grading. MSc. Bui Quang Trung, Head of Communications Department, Nguyen Tat Thanh University, said: “Universities have organized many training sessions, encouraging staff and lecturers to participate in serving the exam in the spirit of voluntary participation, determination to complete the task to ensure the exam takes place seriously, fairly and objectively. In particular, staff on duty are given special attention to creating a comfortable mentality for candidates, having measures to control and identify high-tech devices that can be used for cheating purposes in the exam.”

Sharing her experience in serving the exam, MSc. Ho Thanh Truc, Deputy Head of the Faculty of Commerce and Tourism , University of Finance and Marketing, Ho Chi Minh City, said: “Before going on duty, teachers will proactively review the regulations and instructions on inspection, examination, and handling of situations that may arise during the exam. Next, it is necessary to clearly define the idea that “we are not alone” because all exam sites and exam organization stages have clearly assigned tasks to each individual and department, all of whom coordinate smoothly throughout the exam. When problems arise, they must be handled in accordance with the instructions of the Ministry of Education and Training.”

The representative of Ho Chi Minh City University of Finance and Marketing said that the high school graduation exam is an opportunity for staff and lecturers to practice their skills and expand their experiences in a new environment. Teachers should always realize that they are doing something very meaningful, contributing to protecting the fairness and transparency of an important national exam. As long as you work with your heart, carefulness and eagerness to learn, no matter where or in what circumstances, your contributions will be valuable and always recognized.

Carefully calculate backup plans

On June 23, a working delegation from the Ministry of Education and Training led by Minister Nguyen Kim Son worked with Thai Binh province on preparations for the 2025 high school graduation exam. The Minister emphasized that this year's high school graduation exam takes place in a context with many special features, and schools need to calculate backup plans to avoid being passive in situations.

This is the first exam for students studying under the 2018 General Education Program, while still ensuring the exam for students studying under the 2006 General Education Program who have not graduated or need to retake the exam for university admission. The exam is held in the context of implementing the arrangement and streamlining of the apparatus and organization of local governments at 2 levels nationwide; restructuring and rearranging the inspection system at all levels; restructuring and rearranging the local police force...

Minister Nguyen Kim Son also noted that in the direction work, it is necessary to be coherent, decisive, in accordance with regulations, the motto is "4 rights", "3 no's", "2 strengthens". In which, "4 rights" are: in accordance with regulations and examination instructions; correct and sufficient procedures; correct assigned positions, responsibilities and tasks; at the right time to promptly handle unusual situations and incidents. "3 no's" are: no negligence, subjectivity; no stress, excessive pressure; no arbitrarily handling unusual situations and incidents. "2 strengthens" are: strengthening the sense of responsibility, professional qualifications of officials participating in organizing the exam; strengthening the spirit of self-awareness, and proper implementation of regulations of candidates.

This year's exam has nearly 100,000 more registered candidates than in 2024. The total number of registered candidates this year is 1,165,289. The number of candidates taking the exam under the 2018 General Education Program is 1,138,579, accounting for 97.71% of the total number of registered candidates. The exam is held at 2,493 exam sites with 50,039 exam rooms. There are about 200,000 personnel participating in the exam organization such as: officials, teachers in the education sector, police force, army, health, electricity...
