Presenting the report on receiving, explaining and revising the draft resolution, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh said that there were opinions suggesting adding content to consider the report on the implementation of Resolution No. 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units and the organization of a 2-level local government model.
In response to the above comments, the resolution has been revised and supplemented with content assigning the National Assembly Standing Committee, the Ethnic Council , the National Assembly Committees, the National Assembly delegations, and National Assembly deputies to proactively develop and implement their own monitoring programs. In particular, research and organize monitoring of contents related to the implementation of resolutions of the National Assembly and the National Assembly Standing Committee on the arrangement of provincial and communal administrative units and the implementation of the 2-level local government model in appropriate forms or integrated with other monitoring activities, ensuring effectiveness.
In 2026, based on the actual situation and deemed necessary, the Standing Committee of the National Assembly will propose that the Government have a specialized report on this content to submit to the National Assembly for consideration and discussion at an appropriate time.

In response to the proposal to organize thematic supervision of some emerging contents, the Standing Committee of the National Assembly said that, through discussion, the majority of the opinions of the National Assembly deputies agreed that the National Assembly and the Standing Committee of the National Assembly would not organize thematic supervision in 2026. However, the contents proposed by the deputies are all issues that have emerged in the recent past, and it is necessary to organize supervision. Incorporating the opinions of the National Assembly deputies, the Standing Committee of the National Assembly will study and direct the organization of supervision of these contents through appropriate forms of supervision, ensuring timeliness and effectiveness.
According to the resolution, regarding the content of the supervision program, at the first session of the 16th National Assembly, the National Assembly will review the report on the results of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; review the Government's reports on the additional assessment of the results of the implementation of the 2025 Socio-Economic Development Plan and State Budget, the implementation of the Socio-Economic Development Plan and State Budget in the first months of 2026; the practice of thrift and anti-waste in 2025; the implementation of Resolution No. 172/2024/QH15 of the National Assembly on the investment policy of the North-South high-speed railway project.
At this session, the National Assembly also considered the implementation of Resolution No. 188/2025/QH15 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
At the 2nd session of the 16th National Assembly, in addition to reviewing the Government's reports on socio-economic issues; anti-corruption work; anti-crime and law violation work..., the National Assembly will review reports on the implementation of social insurance policies and regimes, management and use of the Social Insurance Fund in 2025; and the management and use of the Health Insurance Fund in 2025.
Along with that is the review of the report on the implementation of Resolution No. 52/2017/QH15 on investment policy for the Project to build a number of expressway sections; the implementation of Resolution No. 57/2022/QH15 of the National Assembly on investment policy for the Project to build Ho Chi Minh City Ring Road 3.
