Tuong Ha commune was established on the basis of merging 4 communes: Tuong Thuong, Tuong Tien, Tuong Phong and Tuong Ha, with a total natural area of ​​120.85 km2; of which, about 1,000 hectares of agricultural land; in the area, there is an area of ​​Hoa Binh hydroelectric reservoir, favorable for fishing and aquaculture. Receiving us at the commune headquarters, Ms. Hoang Thi Hong, Chairman of the Commune People's Committee, said: In the period of 2020-2025, the communes have focused on restructuring the agricultural economy, reducing the area of ​​ineffective food crops, developing fruit trees and high-value crops. The output of grain food is estimated at 10,283 tons; the total herd of livestock and poultry is over 122,410; maintaining 271 fish cages; well protecting nearly 6,198 hectares of forest, the forest cover rate is nearly 51.3%. The area of ​​scattered trees and forestry trees reaches an average of 20,000 trees/year, the area for timber exploitation is currently nearly 1,000 hectares, contributing to creating sustainable livelihoods for the people. It is expected that by the end of 2025, the poverty rate of the commune will decrease to more than 8%.

Tuong Ha Commune directs people to maintain livestock farming in the direction of grass planting and cage raising. Focus on improving breeds and improving productivity and quality of livestock. Encourage closed production organization, linking stages in the value chain, increasing livestock efficiency. Exploit and make good use of advantages in natural water surface conditions, protect and restore aquatic resources. Coordinate with specialized agencies, units, enterprises, and organizations to transfer and apply scientific and technical advances and new technologies to the people. The focus is on applying and transferring science and technology in selecting and replicating high-yield and high-quality plant and animal varieties; applying modern biological measures and biotechnology, producing, processing and preserving clean agricultural products and organic agricultural products. Accelerate mechanization; use water-saving irrigation methods in production. Build and replicate good production and business models.

Currently, Tuong Ha commune has 5 cooperatives operating in the fields of agricultural and aquatic production, initially promoting the effectiveness of the production and consumption chain. Tuong Ha commune continues to encourage and support cooperatives to expand their production and business scale, aiming to build product brands. Gradually forming value chains, linking production - processing - consumption between farmers, cooperatives and enterprises, contributing to solving employment for local workers.

Na Puc village has a water surface area of ​​about 70 hectares in the Hoa Binh hydroelectric reservoir, with the advantage of having some suitable areas and fields for semi-grazing livestock. Currently, the village has over 20 fish cages; 30 models of raising livestock in cages, with over 500 animals, associated with grass planting. Mr. Lo Van Hoang, Party Cell Secretary, Village Head, shared: The Village Management Board mobilizes people to increase the application of technical advances in livestock farming, increase the scale of livestock herds and increase the number of fish cages to increase income. Mobilize high-income households to share experiences, provide guidance, and support capital for poor households in production. With this approach, in the past 3 years, 15 poor households in the village have been supported by local resources, the poverty rate in the village is currently about 23%.
